Project Overview:
Bechtel has been appointed by The Santa Clara Valley Transportation Authority (VTA) to provide Construction Management Services for Phase II (BSVII) of The BART Silicon Valley Program. The Program further extends the BART system from the Berryessa Station in north San Jose, through downtown San Jose, and continuing to Santa Clara University. This landmark project is a six mile, four-station extension, linking the Phase I terminus at the Berryessa/North San Jose BART station to the Santa Clara Station in the City of Santa Clara. BSVII is planned to include a 54-foot single-bore tunnel, three underground stations, one at-grade station and a maintenance facility.
Job Summary:
Bechtel is seeking a Resident Engineer to join the Construction Management execution team. As a candidate, you will bring experience and expertise to the role while working within the client’s organization as part of an integrated team. Major Responsibilities:
- Act as Resident Engineer overseeing the activities of Assistant Resident Engineers, Office Engineers, Lead Inspectors, Construction Inspectors, and Administrative/Project personnel.
- Monitor contractor work for compliance to schedule, budget, technical specifications, contract drawings, and legal requirements.
- Resolve design and field construction problems.
- Attend progress meetings and report on BSVII status.
- Expedite design and field changes.
- Review contractor requests for change and assist in the preparation of contract change orders/modifications.
- Together with the CP2 Construction Manager, as needed, develop and negotiate the contract changes through the CP2 Contract Manager.
- Work with the Construction Safety Manager to implement safety rules, policies, and procedures applicable to BSVII CM staff.
- Work with the Construction Quality Manager to monitor performance and compliance of the construction work with quality requirements.
- Identifies and quantifies scope requirements and interfaces for station design and development.
- Provides, scope, cost, and schedule analysis to determine if all critical path elements meet project milestones to reach financial close.
Other Responsibilities:
- Coordinating and communicating with internal and external stakeholders and supporting the provision of timely and accurate information and approvals as needed to further the project.
- Coordinates manage and reports on the overall station schedule, risks, and risk mitigation strategies.
- Complying with the Project’s Safety, Health, and Environmental requirements.
- Adhering to the Project’s construction budget and schedule.
- Ensuring compliance with reporting and regulatory requirements.
Education and Experience Requirements:
- Bachelor’s or Master’s degree (or international equivalent) in engineering, architecture, construction management, or related field. 15+ years of relevant experience or 19+ years of relevant work experience.
- At least fifteen (15) years of experience in construction management of large complex heavy civil engineering projects.
- At least ten (10) years of supervisory experience in the management of major construction contracts.
- Experience as a Resident Engineer or Construction Manager on a rail transit project of at least $250 million USD
- Experience on rail transit projects that included tunnels, at-grade stations, underground stations, maintenance yards, and/or trackwork construction.
- Two or more tunnel projects using verifiable pressurized-face, earth pressure balance or slurry TBMs of diameter greater than 18 feet.
- Experience with NATM/SEM method excavations
- Experience with ground freezing and ground improvement projects
Required Knowledge and Skills:
- Demonstrated technical writing, data management, verbal communication, presentation, and teaching skills.
- A firm understanding of project construction procedures, principles, and concepts.
- Excellent team membership and interpersonal skills.
- Excellent ability to proactively act upon and solve construction and contract issues.
- Ability to read and interpret contract documents, construction plans, and specifications.
- Ability to work independently with minimal supervision.
- Strong time management skills and excellent attention to detail
- Ability to effectively manage project team members.
- Must be highly organized and have effective problem solving, leadership, and negotiation skills.
- Ability to work in a fast-paced collaborative environment.
- Able to obtain a valid California Class C driver’s license within 60 days of starting on the project.
- Cal-OSHA/OSHA 30 training certification at start of work on Project
- Registration as a Professional Engineer in the State of California is desirable.
- Alternate professional certifications may be considered (i.e., PE in other US States, PEng Canada, UK or Australian Chartership etc)
- Registration as a Certified Construction Manager is desirable.
