Project Overview:

Bechtel has been appointed by The Santa Clara Valley Transportation Authority (VTA) to provide Construction Management Services for Phase II (BSVII) of The BART Silicon Valley Program. The Program further extends the BART system from the Berryessa Station in north San Jose, through downtown San Jose, and continuing to Santa Clara University. This landmark project is a six mile, four-station extension, linking the Phase I terminus at the Berryessa/North San Jose BART station to the Santa Clara Station in the City of Santa Clara. BSVII is planned to include a 54-foot single-bore tunnel, three underground stations, one at-grade station and a maintenance facility.

Job Summary:

The Regional Rail Operations - Project Controls Manager is responsible for leading and directing the development of U.S. based projects starting from the bid phase to award and execution.  Develops the project controls strategy and staffing plans required to manage projects and including directing the Cost Manager, Planning Manager and other project controls professionals as needed depending on size and scope of the project. #LI-ML1

Major Responsibilities:

  • Execution of Project Controls core programs i.e., engineering, cost estimating, cost analysis/control, and planning/scheduling in accordance with applicable Project Controls Department procedures. 
  • Directs schedule development, maintenance, monitoring, impact identification, and recovery plan development activities.
  • Identifies, analyzes, and provides innovative solutions to cost engineering and planning/scheduling problems.
  • Develops, interprets, and executes policy, objectives, and standards applicable to cost and schedule control and analysis activities.
  • Reviews of contract drafts for adequacy of cost and scope definition and Project Controls requirements.
  • Coordinates development of all data in support of negotiations.

Education and Experience Requirements:

  • Have accredited degree in either Engineering or Construction Management (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience
  • Experience in Project Controls, preferably directing other supervisors and managers in execution of PC responsibilities.
  • Experience in delivering large-scale projects that include large scale light-rail and high-speed railway projects. Experiences typically include planning for construction through rural and urban locations, along active freight lines, bridge construction over navigable waterways, upgrading track and building or rehabilitating bridges, station stops, storage yards, and maintenance shops.
  • Experience in translating prime contract requirements to Project Execution Plans and subcontract scope definitions.
  • Experience in setting up Project controls tools and reporting cycles for the Prime contract and subcontracts.
  • Demonstrated experience in Rail project execution processes, procedures and implementation of industry best practices and lessons learned.
  • Experience in developing project organograms to befit phased project development and execution.
  • Experience in developing Project Delivery Strategy, work packaging and scope definitions of main works contracts.
  • Experience assessing and presenting commercial impacts relative to cost and schedule.

Required Knowledge and Skills:

  • Thorough knowledge of and demonstrated experience in directing cost engineering functions, including cost estimating, control, and analysis, and planning & scheduling functions, including schedule development, control, and analysis, in the field and the home office.
  • Demonstrated skill in management, supervisory, and personnel administrative functions.
  • Demonstrated skill in identifying, analyzing, solving problems and enabling decision-making.
  • Expert communication skills with demonstrated ability to present Project Controls information to management/client.
  • Expert level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
  • Knowledge of engineering & construction management customarily acquired over time through specialized instruction or practical experience. Knowledge of current industry & technical developments.
