JOB OVERVIEW

The Engineering Manager is responsible for planning and coordinating engineering work on a Bus Rapid Transport project based in California. Experience in managing and leading multi-disciplinary design teams and coordinating design delivery with procurement, construction, commissioning, and operations groups. The project is split into 2 phases, Proof of Concept and Execution.

Due to the technology being implemented, the position requires a broad knowledge of precedents in the rail industry and all relevant disciplines applicable to rail engineering design with extensive knowledge of field engineering, construction, testing & commissioning (T&C) and bringing into use activities.

ESSENTIAL JOB DUTIES:

  • Directs and provides technical and administrative guidance to assigned engineers in the management of engineering on the project.
  • Reviews staffing plan on all assignments.
  • Conducts annual performance reviews in accordance with approved procedures and holds career development discussions.
  • Participates in project planning to provide technical guidance on all matters relating to engineering.
  • Reviews major changes or deviations in project scope, project material quantities, budget, or schedule, and assists particularly with defining the change, obtaining accurate estimates of the hours involved, and recommending budget adjustment.
  • Monitors the use of available engineering computer programs, technical advances, and engineering management control techniques as to the assigned project.
  • Champions the creation of a work environment, supported by leadership, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction on the project or program.

 

JOB KNOWLEDGE:

  • Extensive technical knowledge of engineering systems, engineering calculations, applications of engineering methods and materials and applications of software applications to engineering problems.
  • Knowledge of Rail Systems including all railway infrastructure fixed equipment, including signaling, telecommunications, control center and on-board signaling and telecommunications equipment.
  • Proficient in system integration approaches for the various engineering and systems engineering disciplines.
  • Broad understanding and experience in Technical Risk Assessments (e.g. HAZIDs, HAZOPs, IDCs/IDRs, QRAs) that ensure engineering design and corresponding documentation are in compliance with the associated projects Quality Assurance plan and procedures.
  • Proficient knowledge of business unit activities and operations including business development, legal, procurement, construction, environmental safety and health (ES&H), and quality assurance.
  • Knowledgeable AREMA and CENELEC standards EN50126, EN50128 & EN50129 standards.
  • Excellent communications and interpersonal skills.
  • Proficient in negotiations with client representatives and stakeholders.

 

BASIC QUALIFICATIONS:

  • Bachelor’s degree in engineering from an accredited university or college
  • 20+ years of experience in design, construction and operation of railway infrastructure, stations, facilities, and/or railway systems.

PREFERRED QUALIFICATION

  • Engineering/construction experience of CBTC is preferred in a medium to large project.
  • Licensed Professional Engineer, ideally in California.

 

Level One: As per above

Level Two: Duties are the same as Grade 28 but with greater previous project experience and responsibilities due to project/program complexity and size.
