Bechtel is on the Northrop Grumman Corp. team preparing to deliver the U.S. Ground Based Strategic Deterrent (GBSD) system of inter-continental ballistic missiles and launch infrastructure.  GBSD is a vital U.S. Air Force program designed to modernize the nation’s aging force of inter-continental ballistic missiles, which make up the ground element of the nuclear deterrent.  As part of the Northrop Grumman GBSD nationwide team, Bechtel will provide launch system design, construction, and integration.

Job Responsibilities:

  • Develop a certified Earned Value Management System (EVMS) that is compliant with guidelines and initiate the Implementation plan.
  • Develop the Earned Value System Description document and applicable EV project procedures.
  • Provide guidance and direction to all affected personnel (Senior Management, Area Project Managers, Control Account Managers (CAMs), Project Controls Engineers, and other support personnel) to assure that they are sufficiently knowledgeable of EVMS requirements, processes, and procedures to execute their work scope in full compliance with contractual requirements.
  • Establish and maintain the CAM Notebook webpage, storyboards that flow chart EVMS work processes, Work Authorization Documents (WADs), and Project Authorization Document (PAD).
  • Establish Monthly Performance reporting utilizing EVMS Format 1 through 5 reporting requirements.
  • Conduct internal surveillances to ensure EVMS requirements are being met.
  • Conduct training classes, mentor project personnel, and provide program oversight for establishing EVMS best practices.
  • Coordinate with all affected project organizations/functions regarding the implementation of project recommended and agreed upon EVMS process and procedure changes.
  • Review and support the ongoing updates to EVMS metrics.
  • Prepare the project team for all EVMS surveillance and/or certification assessments from the client.
  • Monitor critical path and schedule performance of the total project. Recommend alternatives for schedule improvement to project team for discussion and/or decision.
  • Monitor cost recording, monitoring, and reporting practices for compliance with applicable standards.
  • Monitor change control and trending processes with applicable EVMS standards.
  • Monitor Project Execution Risk Management (PERM) activities, reports and risk registers with applicable EVMS standards.


Basic Qualifications:

  • Must possess at least a bachelors’ (BS/BA) degree from an accredited university and nine (9) or more years of relevant professional experience, or in lieu of a degree, high school diploma or equivalent and fifteen (15) or more years of directly relevant professional experience.
  • US citizenship is required per contract requirement.
  • Must possess active security clearance or an ability to obtain security clearance.
  • Must be able to complete and pass a pre-employment drug screen and background check including verification of employment, education, and travel.
  • Must be able to obtain site security badge for access to work site.


Minimum Requirements:

  • Must have advanced knowledge of requirements and previous experience utilizing Earned Value Management System (EVMS) criteria on EPC work
  • Must have intermediate Microsoft Office skills and show experience with proficiency in using PC operating systems and several basic software applications such as Excel, Word
  • and PowerPoint
  • Proficiency in using multiple PC software specific applications (Cobra, EcoSys, Primavera-P6, etc.) currently in use by Bechtel.
  • Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis, in the field and the home office.
  • Skilled in oral and written communication.


Preferred requirements:

  • Advanced knowledge of Primavera-P6, Access, and EcoSys.
  • Flexibility to respond to urgent project requests and/or changing priorities.
  • Ability to work under pressure and with minimal supervision.
  • Demonstrated ability to work with people of varied backgrounds and objectives.
