Project Overview

An opportunity exists within the Bechtel project team to work closely with our customer on the SCM21 Project. BHP selected Bechtel as the engineering, procurement and construction management (EPCM) contractor for Olympic Dam’s Smelter Campaign Maintenance 2021 (SCM21). SCM21 is the second project in a planned series of major shutdowns for the Olympic Dam (OD) surface operations that aim to improve the integrity of critical plant and infrastructure to deliver safe and reliable production performance, productivity improvements in bottleneck areas and sustainable cost reductions in non-bottleneck areas.


SCM21 will build upon the scope recently completed in SCM17 and is focused on delivering the next phase of the long-term strategy of decreasing the required OD smelter outage days by at least 20% (over a 20-year period post SCM17) while maintaining an acceptable risk profile throughout the subsequent campaign. The project works cover many areas of the Hot Metals (HM) and Non-Hot Metals (NHM) areas and are being delivered under a series of packages.


Position Summary

The purpose of the Project Quality Specialist is to assist in the implementation of the Project Quality program and Quality Assurance (QA) plan on the project. Key activities include providing QA assistance, Auditing, making recommendations to correct quality deficiencies, revising QA project programs, and to champion Quality accross the Project through establishing a positive quality culture on the project.

Manages and coordinates the project quality assurance program/plan activities associated with one or more functions in engineering, environmental, procurement, construction, testing, operations and decommissioning of a project. Maintains client liaison and communication for project quality assurance activities. Advises management of project quality assurance problems and progress.

The Quality Specialist will be responsible for training the EPCM team of the requirements under the Project Quality Plan within the assignment period.

The Quality Specialist reports operationally to the Project Quality Manager (PQM) and functionally to the GBU Manger of Quality.

During the Outage the quality specialist will transition with other quality specialist to ensure coverage is maintained during the Outage.



  1. Verifies adequate translation of design requirements into manufacturing material/equipment through the review of scope of Works and return supplier documentation 
  2. Coordinates targeted independent assessments to enable the timely mitigation of technical and project management risks.
  3. Coordinates to ensure Quality objectives are maintained through the close working relationship with other key customers on the project (Supplier Quality, Field Engineering, Commissioning)
  4. Applies knowledge of quality engineering methodologies for the implementation of the project quality plans, and other documentation.
  5. Evaluates the effectiveness of corrective actions and process improvement activities.
  6. Develops, documents, and validates inspection and test methods to support design verification/validation, in-process inspection, and final inspection activities.
  7. Defines and implements quality system tools and procedures to support work processes.
  8. Maintains quality metrics/goals for the project and provides performance feedback.
  9. Develops and implements key quality management system elements and tools.
  10. Supervises and participates in the project auditing and monitoring program to verify the effectiveness of the project quality program/plan.
  11. Support the Project Quality Manager in implementing the Project Quality Plan


Qualifications & Skills

  • Bachelor’s degree in Engineering or other related technical discipline from an accredited university;
  • Knowledge of and experience in applying QA principles to engineering, contracts, procurement, construction, environmental, safety, start-up, operations, or decommissioning.
  • Knowledge and understanding of regulatory requirements and functions which impact the QA program/plan
  • Experience in the application of corrective actions to resolve nonconforming conditions.
  • Experience in shut downs operations
  • Technical knowledge in the application of engineering, environmental, procurement, construction, testing, operations, or decommissioning practices sufficient to comprehend specified engineering, environmental, procurement, construction, testing, operations, decommissioning, and regulatory requirements.
  • Knowledge and demonstrated proficiency with at least 8 years’ experience of the quality assurance principles and their application to engineering, environmental, procurement, construction, testing, operations, or decommissioning.
  • Knowledge of the application of corrective actions to nonconforming conditions.
  • Knowledge of regulatory requirements and functions which impact the quality assurance program/plan.
  • Excellent oral and written communication skills.
  • Proficiency in providing direction and on the job training to assigned personnel.
  • Proficiency in the use of computer and Microsoft software.
