Support the Set up and management of the LOTO and Permit to Work programs for the Riyadh Metro Project (Riyadh, Kingdom of Saudi Arabia), the program will provide LOTO for the CWJV and Consortium partners as well as Subcontractors.

Job Essentials:

  • Assist with the setup up & provided Oversight Management of a LOTO program to include all locations. (due to the geographical nature of the Project there will be no single location for the LOTO program to reside).
  • Provide point of contact for the LOTO teams at each location for the project, including construction and startup.
  • Provide LOTO expertise support for the site LOTO teams, (Audits for Compliance, troubleshooting & Investigations etc.)
  • Conduct the training for site personnel, including subcontractors, Consortium Partners, suppliers, and customer, in the LOTO & Permit to Work and related procedures:
  • Provide support to project testing and commissioning teams, for startup activities and operations support, including support for the Consortium Partner and Rolling Stock provider Siemens. 
  • Assist with setting up & management of the Access control program for the Metro Stations, Depots & Rail track access.
  • Provide input to operational test procedures and other site-specific commissioning procedures for integrated startup activities
  • Conduct walkdowns for pre-energization readiness & planning.
  • Assist with the development of energization plans.
  • Provide input to the detailed startup planning of the project commissioning activities.
  • Perform other duties as directed in support of project activities.
  • Work hours as required, including overtime, weekends and holidays as necessary to support the project;

Basic Qualifications:


  • Have a bachelor’s degree or equivalent.
  • 10 years Field experience in the Power generation industry, OG&C, Mining and Metals, Rail or similar construction industry
  • 5 Years previous LOTO Supervision experience of large teams.
  • Ability to utilize Microsoft Office programs as required.
  • Strong oral and written communication skills.
  • Be able to interact professionally with Construction, Testing & Commissioning Teams, client representatives, Operations and maintenance personnel on a frequent and extensive basis.
  • Must be able to walk at least 3 miles per day over uneven ground and be able to climb stair towers 50' in height at least 6 times per day to access project equipment.
  • Electrical background preferred.
  • Rail LOTO and Permit experience is a plus;
    Must be able to qualify for a visa to the Kingdom of Saudi Arabia.
  • B-CERT not required but preferred.
