Project Description: 

The Riyadh Public Transport Project is the biggest infrastructure project to be undertaken in the Kingdom of Saudi Arabia and is one of the largest public civil engineering projects of the century. The BACS consortium led by Bechtel is to design and build lines 1 and 2, totaling 63·3 km, with a contract value of US$9·45bn. This will transform Riyadh, with a current population of 5.7 million - The subway is a solution to daily traffic problems – currently of 7.4 million daily commutes, less than 2% utilize public transport.  The project is currently seeking a Subcontracts Manager.

 

Position Summary:

The Subcontracts Manager will manage site subcontract operations to ensure the effective administration of subcontracts. Responsible for implementation of the Standard Work Process Procedures and automated subcontract management systems. Responsible for the training of personnel assigned to support subcontract administration. Role may include formation activities of subcontracts. Reports to the Manager of Subcontracts on project.

 

Typical position responsibilities include:

·        Responsible for the implementation of Contract & Commercial Management Procedures for the administration of the Contract.

·        Analyze the Contract general terms and conditions to highlight areas of risk such as ambiguities, conflicts or deviations from the scope of work. As work proceeds, make recommendations to the Manager of Subcontracts on the mitigation of these risks; closely monitor and support remedial actions and recommend appropriate tradeoffs.

·        Responsible for the development and management of appropriate mechanisms to monitor compliance with contract terms and conditions.

·        Responsible for working with the other Project Team members to ensure that the Joint Venture and customer related actions or inactions which could result in potential contract changes or claims are identified and make recommendations on their resolution.

·        Responsible for the management and identification of Contract claims as they develop and manage the timely resolution under the change provisions wherever possible, obtaining claims and legal expertise as appropriate.

·        Ability to prepare response plans and formulate replies to a variety of subcontractor claims (extension of time, scope conflicts, disruptions).

·        Will support multiple delivery teams (stations, landscaping, MEP works, etc.) and manage a diverse population of subcontracts administrators.

 

JOB KNOWLEDGE

·        Degree in Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering desirable.

·        Experience and courses in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling.

·        Thorough knowledge of subcontract administration, home office and field procedures and documents relating to a multi-discipline construction project.

·        Direct experience in the function of managing workload distribution and execution of the work as well as personnel interviews, selection, salary planning, classification changes, performance evaluation, career counseling, transfers, and terminations.

·        Working knowledge of engineering/construction industry contracting practices, commercial regulations and practices, and Bechtel policies, procedures and work practices.

 

QUALIFICATIONS

 

·        Degree in Supply Chain, Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering or equivalent experience.

·        Previous 15+ years of experience in contract formation and/or administration of a medium to large project.

·        Previous experience with supervising a team of

·        Previous international experience in the Middle East region is favorable.

·        Prior commercial management experience on complex projectis is favorable.

·        Ability to work well with other departments and functions to support project objective.

·        Willing to remain in role for a minimum of 2 years, likely 3+ years.
