Bechtel is seeking a Project Controls Professional to job the Riyadh, SA team. In the Project Controls Engineer role, you will have an opportunity to work alongside a dynamic team of industry professional across the globe to support Project Controls Team.


Project Overview:


Bechtel is engaged supporting the development, implementation and operation of the National Project Management Organization (NPMO) in Saudi Arabia. The NPMO, known as “Mashroat” in Arabic, will support Saudi government agencies to effectively deliver complex infrastructure projects, in line with Saudi Arabia’s “Vision 2030” plan to modernize the kingdom’s administration.    The NPMO is being established with the aim of improving the government’s capital expenditure program, to enable government entities’ project management offices to develop and improve related policies and create a dynamic ecosystem to deliver efficient and effective projects with the greatest impact. 

Provides support to the O&M Dashboard Manager in development of the O&M National Dashboard for implementation with the various government ministries and entities throughout Saudi Arabia. Work includes dashboard scope development in concert with the O&M contractor who will assist in providing guidance for scope and reporting requirements. Once established, the Dashboard Engineer will participate in Dashboard implementation along with the support of the O&M contractor. Performs periodic entity reviews to review quality and accuracy of reporting and provide analysis and other related activities. Provides support for Dashboard training program and update of training materials in English and supports development of training materials in Arabic. Provides support for major entity reviews and audits. Able to provide analysis for entity performance.

Provides analysis of data varices, prepare benchmarking analysis. Can detect if an asset class or entity performance is eroding or improving. This skill requires strong leadership and communication skills and will meet and coordinate with various functions, department leads and ministries. In addition, the Dashboard engineer should have good technical (MS Office and Power BI) and project controls skills. The successful candidate should have demonstrated skill in identifying, analyzing, and providing innovative solutions to project controls problems such as budget performance, estimating, and forecasting, etc. Ensures monthly reporting cycle is completed as scheduled and helps expedite reporting issues. Identifies cost trends for management attention. Reviews entity project summary reports for data completeness and accuracy.


Job Responsibilities:


The Sr. Dashboard Engineer will be responsible for:


  • Supports Dashboard development scope and provides input to the layout and design of the O&M Dashboard.
  • Participates in entity Dashboard reviews. Includes analysis of data provided by entities and validates reporting.
  • Prepares and updates training materials, insures Arabic translations are accurate and assists in delivering training program in English and Arabic as rolled out to various ministries.
  • Prepares and analyzes comparisons of scope, quantities, and cost data between different entities and asset classes. Reviews productivity and performance information related to various entities and their project performance results and verifies results.
  • Works with the Monitoring & Evaluation team in reviewing and producing related Mashroat reports for ministry reviews and other stakeholders. Knowledge of project controls terms, processes and procedures is key in being able to interpret information provided in the Dashboards and other related data, KPI reporting, etc.
  • Provides guidance to data analysist to review and update data provided by Entities and contractors. This includes monitoring reporting practices for compliance with applicable standards accuracy and consistency.
  • Prepares management presentation and assists in presenting Monitoring and Evaluation information to management.


Basic Qualifications:


  • Bachelor’s Degree in Engineering, Construction Management or related field.
  • 7-10 years of professional experience with emphasis on project control and cost and reporting management.
  • Arabic language skills are a preferable.


Basic Behavioral:


  • Experience in performing, monitoring, and reviewing cost engineering functions, including cost analysis, cost control, financial reporting systems.
  • Demonstrated ability to plan, organize, direct, perform, review, and present cost engineering and cost estimating.
  • Excellent communications skills in English and Arabic (preferred). Proactive and can work independently to complete work.
  • Advanced level of knowledge of engineering, procurement, contracts, construction, and operation and maintenance work processes.
  • Proficient in MS Office software such as Excel, Word, Power Point with some experience in Power BI.
