Project Overview:
Job Summary:
In this role, you will lead the implementation and audit activities of the project quality program. You will support in reviewing the contractors’ QMS related plans, ITPs, Quality Procedures and templates based on the project scope of work. You will review and determine applicable quality requirements, report new or revised regulatory requirements, monitor non-conforming conditions, and determine the sufficiency of corrective actions. Your recommendations will assist in the resolution of complex issues and mitigate performance risk.
Major Responsibilities:
- Provide ‘day to day’ support and advice to the project team regarding the implementation of the project quality requirements / management system arrangements
 - Provide input to Project agreed KPIs on a monthly basis. Review contractors’ submittals including quality manuals, procedures, Quality Plans, ITPs, and audit schedules.
 - Report weekly/monthly progress to Quality Manager.
 - Prepares and completes quality audit checklists and participates in quality audits of corporate/project quality program/plans including, as needed, Contractors, pre-award assessments of potential suppliers and subcontractors.
 - Assesses and monitors project engineering, environmental, procurement, construction, testing, operations, decommissioning and other activities related to the quality program/plan.
 - Reviews and monitors nonconforming conditions and associated corrective actions to ensure quality program effectiveness.
 - Reviews and determines applicable quality requirements for inclusion in selected engineering, procurement, and construction documents.
 - Reviews and reports on project associated quality-related procedures and manuals for conformance to project quality program/plan requirements.
 - Drafts quality procedures for review, approval, and issuance in accordance with approved processes.
 - Drafts revisions/amendments to the corporate and/or project quality program/plans.
 - Reviews and reports on new or revised regulatory requirements and their impact on the established quality program.
 - Reviews and determines the sufficiency of corporate/project quality control inspection plans.
 - Analyzes and recommends solutions to mitigate performance risk.
 - Follows up on actions taken in response to audit findings to ensure adequacy of completed corrective actions.
 - Maintains contact with designated client quality personnel to provide status, manage relationships, and execute applicable actions.
 - Provides direction and assigns work to quality specialists and others who assist on specific assignments. Reviews and checks work.
 - Provides input into the development of standardized metrics and responds to engineering, construction, procurement, and others who request guidance on implementation of quality requirements.
 
Education and Experience Requirements:
- Requires bachelor’s degree in civil engineering (or international equivalent) and 8 -10 years of relevant experience in Quality Management or 12-14 years of relevant work experience
 - Minimum of (5) years’ experience directly relating to Quality Assurance / Control in relevant scope of work (e.g. airport construction projects / large scale projects).
 
Required Knowledge and Skills:
- Technical knowledge in the application of engineering, environmental, procurement, construction, testing, and commissioning practices sufficient to understand relevant project requirements and regulatory requirements.
 - Advanced knowledge of the quality principles and their application to engineering, environmental, procurement, construction, testing, operations, and commissioning.
 - Demonstrated expertise in implementing ISO 9001-based quality management systems, including hands-on experience with contractor’s quality plans, ITPs, and or Quality Control Plans (QCPs).
 - Knowledge of corrective action system application to eliminate nonconforming conditions.
 - Knowledge of regulatory requirements and their impact on the quality program.
 - Proficiency in oral and written communication in English language.
 - Proficiency in the use of relevant computer and reporting applications, including but not limited to BIM 360, Power BI, Microsoft Office programs, and other related tools.
 - Knowledge of Bechtel’s administrative practices (preferred).
 - A recognized degree and/or specialized courses in engineering, quality, or a specialized discipline.
 - ISO 9001:2015 Certified Lead Auditor (IRCA approved) – required.
 - Six Sigma knowledge / certificate is preferable.
