Project Overview:

Bechtel Mining and Metals offers engineering, procurement, and construction services for customers in the mining sector across multiple commodities including Iron Ore, Bauxite, Alumina, Aluminium, Copper, Gold, Coal, Lithium and Rare Earths markets.
Headquartered in Santiago, Chile, the M&M global business unit also has offices in Brisbane, Perth and Adelaide in Australia along with execution units in the United States, Peru, Kingdom of Saudi Arabia, India and other project locations around the world.
To support ongoing and future project delivery, Bechtel is currently seeking a Security Manager to join the team at our sites in GCC countries (Arab states: Oman, Saudi Arabia, and the United Arab Emirates).

Job Summary:

In this role, you will be based on a construction site, where you will lead a team and provide directions for a site security program. You will develop and coordinate security concepts, plans, procedures, post-order, instructions, surveys, audits, and budgets according to HCIS, client and Bechtel security standards. You will represent project security to clients, build relationships with government agencies, establish security networks in the area, and brief the Senior Project Management team and Functional Manager on security issues and the development of mitigation measures. By working closely with the Senior Project Management team and managers of other departments, your efforts will ensure the success of the on- and off-site security program. 

Major Responsibilities:

  • Provides direction, coordination and guidance for the security program on a medium - large complex project, office or single geographic area 
  • Develops and coordinates security concepts, plans, procedures, pos-orders, traveling system management according HICS, client and Bechtel standards 
  • Provides functional guidance and direct assistance in support of assigned area 
  • Develops and maintains close relationships with senior law enforcement, intelligence and security agencies, and government agencies to include in-country and international security and international agencies as appropriate 
  • Assists with the administration, operations, policy formulation and activities of a project of office security program to ensure compliance with U.S. government for expat employees or host country government regulations as well as customer security policies and procedures 
  • Represents project management in project security related matters with client representative and/or governmental agencies and industrial associations on major or complex projects 
  • Supervises audits and evaluates jobsite security program effectiveness and conducts special investigations or surveys 
  • Formulates, administers and develops programs and overhead budget for consolidation with security department's overall requirements 
  • Briefs senior and function management on status of security issues and implementation of mitigation measures 
  • Build security networks in the area and collaborates closely with managers of other departments to ensure the success of the on- and off-site safety and security program. 
  • Provide various types of reports using standardized forms in English language 

Education and Experience Requirements:

Requires bachelor's degree (or international equivalent) and 10-13  years of relevant experience or 14-17 years of relevant work experience

Required Knowledge and Skills:

  1. Security Program Management 
    • Strong understanding of physical security principles, risk assessment methodologies, and mitigation strategies. 
    • Ability to develop and implement security plans, procedures, audits, surveys and audit security program effectiveness 
    • Certificate on Security Management programs is and advantages 
  2. Regulatory Compliance 
    • Familiarity with Corporate guidance and host country security regulations, as well as client-specific security policies. 
    • Knowledge of HICS, Maaden Security Standards and Bechtel security Standards and Protocols 
    • Competence in budgeting and resource planning for security operations 
  3. Stakeholder Engagement 
    • Skills in building relationships with law enforcement, intelligence, and government agencies, networking 
    • Experience in briefing senior and executive management on security matters. 
  4. Leadership and Coordination 
    • Proven ability to lead teams and coordinate across departments to ensure security program success. 
  5. Technical Proficiency 
    • Physical security measures, standards and technical data sheet, technical operations understanding 
    • High MS office familiarity 
    • Work with DB using Power Apps and Power BI including apps integration 
  6. Language 
    • Fluent in English (reading and writing) is required C1 level 
    • Basic proficiency in another foreign language or project location language is an advantage
