Project Overview:
Expo 2030 Riyadh is a global platform where countries, organizations, and individuals will come together to collaborate. Under the theme “Foresight for Tomorrow,” the Expo promotes sustainable development, innovation, and transformative thinking. The event will be held from October 2030 to March 2031 and is expected to welcome over 40 million visits. The 6 km² Masterplan outlines a comprehensive framework for participation and infrastructure at the Expo. The exhibition space, totaling 491,100 m² GFA, can accommodate up to 197 participating countries and 29 international organizations. Working collaboratively with our customer, Expo 2030 Riyadh Company (ERC), Bechtel will manage the infrastructure program which comprises early works, utilities, and publicly accessible spaces like streets and parks. Our scope on the six-square-kilometer site will transition into a mixed-use legacy development to serve the community after the six-month event is over. The project’s master plan leverages international sustainability standards for urban afforestation, treated water, and energy sources.
Job Summary:
The Power BI Specialist will be responsible for the design, development, optimization, and maintenance of interactive dashboards, reports, and data models to support effective project decision‑making across the Master Planning, Engineering, and Construction phases. The role focuses on transforming complex cost, schedule, and performance data into clear, accurate, and insightful visual analytics using Power BI and related Microsoft tools. In addition, the role supports metadata definition, mapping, and integration to enable synchronization of data between Power BI and multiple Project Management Information Systems (PMIS) (e.g., EcoSys, Unifier, Primavera P6, ACC Build, Morta, Power Apps, ACONEX and similar tools), ensuring consistent master data, reporting hierarchies, and KPIs across platforms. The Power BI Specialist will work closely with Project Controls, Cost, Planning, Engineering, and Digital/IT teams to understand reporting requirements, define data structures and metadata standards, and ensure consistent, reliable, and timely reporting aligned with project and client standards. The role supports performance monitoring by highlighting trends, variances, risks, and constraints for management attention. The Power BI Specialist is a key member of the Project Controls function and will report to the Project Controls Manager. The ideal candidate will have strong experience developing Power BI solutions within large, complex projects, preferably within KSA or the wider Middle East, and will demonstrate cultural awareness and the ability to work effectively with clients and multiple stakeholders.
Major Responsibilities:
- Reports to and receives functional and operational guidance from the Project Controls Manager or designated supervisory personnel.
- Works with a high degree of autonomy in developing Power BI solutions while ensuring alignment with project, client, and corporate reporting standards and may also provide technical guidance, mentoring, and knowledge transfer to project controls, cost, planning, and engineering team members on Power BI reporting standards, dashboard usage, and data interpretation.
- Does not typically exercise direct line supervision.
- Additionally, maintains close working relationships with Project Controls, Cost Engineering, Planning & Scheduling, Engineering, Procurement, Construction, and Commissioning teams.
- Interfaces regularly with client counterparts and central reporting teams to align dashboard content, data definitions, and reporting requirements.
- Designs, develops, and maintains interactive Power BI dashboards and reports to support project performance monitoring across Master Planning, Engineering, Procurement, Construction, and Commissioning phases.
- Translates business and project controls requirements into effective data models, visuals, and analytics that clearly communicate cost, schedule, progress, and performance metrics.
- Integrates data from multiple project systems (e.g. cost, schedule, progress measurement, financial systems) to ensure consistency, accuracy, and traceability of reported information.
- Defines and maintains metadata standards (e.g., WBS/CBS/OBS mappings, coding structures, status definitions, calendars, and reporting hierarchies) and supports synchronization to/from various PMIS platforms (e.g., EcoSys, Unifier, ACONEX, Primavera P6, ACC Build, Morta, and Power Apps/Power Platform solutions) through data mapping, interface specifications, coordination with Digital/IT, and management of automated refresh, reconciliation, and validation routines.
- Develops and maintains standardized reporting templates, visual standards, and data definitions in accordance with established project, client, and corporate requirements.
- Performs data validation, quality checks, and reconciliation to ensure the reliability and integrity of Power BI outputs.
- Supports variance analysis, trend identification, and performance insights by highlighting key risks, constraints, and opportunities for management attention.
- Works closely with Project Controls and discipline teams to automate reporting processes, improve efficiency, and reduce manual data handling.
- Prepares supporting narratives, commentary, and explanatory materials to accompany dashboards for management and client reporting.
- Assists in the development of project KPIs and performance metrics and ensures their accurate visualization and interpretation.
- Provides Power BI support for ad hoc analysis and management or client requests.
- Ensures dashboards and datasets are maintained, refreshed, and controlled in accordance with data governance and security requirements.
Education and Experience Requirements:
- Bachelor’s degree (or international equivalent) in Engineering, Information Systems, Data Analytics, Computer Science, Business, or a related discipline.
- Typically requires 7–12 years of relevant experience in reporting, analytics, or project controls environments, with demonstrated hands‑on Power BI development experience.
- Experience supporting large, complex infrastructure or construction projects is preferred.
- Experience working in KSA or the wider Middle East is desirable.
Required Knowledge and Skills:
- Advanced proficiency in Power BI, including data modeling, DAX, Power Query, and dashboard design best practices.
- Strong experience working with project controls data, including cost, schedule, progress measurement, and performance reporting.
- Solid understanding of Earned Value Management (EVM) principles and their visualization in dashboards.
- Proficiency with Microsoft Excel and integration with Power BI.
- Experience interfacing with project systems such as EcoSys, Primavera P6, ACC Build, Morta, Power Apps/Power Platform solutions, financial reporting systems, or similar platforms.
- Demonstrated knowledge of metadata management and integration, including definition of coding structures (e.g., WBS/CBS/OBS), master data alignment, data dictionaries, and mapping rules to support synchronization across multiple PMIS tools.
- Familiarity with common integration approaches (e.g., API-based integrations, ETL/ELT pipelines, flat-file exchanges, and scheduled refresh/automation) and associated data quality controls; experience with Power Platform connectors and integration patterns is an advantage.
- Strong analytical skills with the ability to interpret complex datasets and present clear, actionable insights.
- Knowledge of data validation, data governance, and reporting controls.
- Strong written and verbal communication skills, with the ability to explain technical information to non-technical stakeholders.
- Ability to work collaboratively across multidisciplinary teams and with client counterparts.
- Cultural awareness and the ability to operate effectively within the KSA project environment.
