Project Overview:

Bechtel has been involved over the last 80 years in some of the world’s busiest and most complex airport projects, including Greenfield and Brownfield developments. In the GCC, we have held significant roles on King Khalid, King Fahad, Dubai, Hamad, and Muscat international airports. Saudi Arabian Bechtel Company has been appointed to provide project management consultancy services (including technical, commercial, and construction management) for the development of a state of the art international airport in the city of Riyadh, Kingdom of Saudi Arabia.

King Salman International Airport will have a capacity of up to 120 million travelers by 2030 and 185 million travelers by 2050, and the capacity to process up to 3.5 million tons of cargo by 2050.

Bechtel will provide PMC services for three new terminals; Terminal 6 is a new build ‘low cost carrier’ – hyper efficient terminal with gross floor area of ≈450,000m2, capacity of 20mppa; Iconic Terminal is a new build ‘new concept’ terminal with gross floor area of ≈ 1M m2, capacity of 40 to 45 mppa, and Private Aviation Terminal and hangars for VIPs and business jet passengers.

Job Summary:

In this role, you will support in reviewing the contractors’ QMS related plans, Inspection and Test Plans (ITPs), Quality Procedures and templates based on the project scope of work. You will review and determine applicable quality requirements, report new or revised regulatory requirements, monitor non-conforming conditions, and determine the effectiveness of corrective actions. Your recommendations will assist in the resolution of complex issues and mitigate performance risk. You will participate in quality audits and surveillances and provide the required supports. 

 

 

Major Responsibilities:

  • Prepare & complete quality audit checklists, participating in internal & external audits for contractors, suppliers, and project quality programs.
  • Review and monitor nonconformities, ensuring timely and effective corrective actions and closure of audit findings.
  • Evaluate quality procedures and manuals for compliance with project quality plans and draft new procedures when required.
  • Support root cause analyses and develop corrective action plans to address complex quality issues.
  • Provide daily support & guidance to project teams in implementing QMS requirements and maintaining compliance.
  • Review and assess contractors’ quality submittals, including manuals, procedures, Quality Plans, ITPs, audit schedules, and vendors prequalification.
  • Maintain communication with client quality representatives, manage relationships, and ensure consistent reporting.
  • Provide input to Project agreed KPIs on a monthly basis
  • Develop standardized quality metrics to support performance monitoring & continual improvement.
  • Conducts quality surveillances on-site, quality walkdown, documents any observations or non-conformances, and ensures timely resolution and follow up.
  • Reports to the Sr. Quality Specialist.

Education and Experience Requirements:

Requires a bachelor’s degree in engineering (or international equivalent) and 2-5 years of experience as a Quality Specialist/Engineer, or 6-9 years of relevant quality work experience.

Required Knowledge and Skills:

  • Technical knowledge in the application of engineering, environmental, procurement, construction, testing, and commissioning practices sufficient to understand relevant project requirements and regulatory requirements. 
  • Knowledge of the quality principles and their application to engineering, environmental, procurement, construction, testing, operations, and commissioning. 
  • Knowledge of corrective action system application to eliminate nonconforming conditions. 
  • Knowledge of regulatory requirements and their impact on the quality program.
  • Proficiency in oral and written communication in English Language. 
  • Proficiency in the use of relevant computer and reporting applications, including but not limited to BIM 360, Power BI, Microsoft Office programs, and other related tools.
  • Knowledge of Bechtel’s administrative practices (Preferred).
  • A recognized degree and/or specialized courses in engineering, quality, or a specialized discipline.
  • ISO 9001 Certified for QMS Requirements / Awareness. (Preferred)
  • ISO 9001:2015 Certified Auditor / Lead Auditor. (IRCA approved) – (Required)
  • Perform assessments of suppliers' and contractor’s processes, systems, and practices.
  • Promptly identify quality-related challenges and report them swiftly to mitigate their impact on project timelines.
