Project Overview:

Expo 2030 Riyadh is a global platform where countries, organizations, and individuals will come together to collaborate. Under the theme “Foresight for Tomorrow,” the Expo promotes sustainable development, innovation, and transformative thinking. The event will be held from October 2030 to March 2031 and is expected to welcome over 40 million visits.
The 6 km² Masterplan outlines a comprehensive framework for participation and infrastructure at the Expo. The exhibition space, totaling 491,100 m² GFA, can accommodate up to 197 participating countries and 29 international organizations. Working collaboratively with our customer, Expo 2030 Riyadh Company (ERC), Bechtel will manage the infrastructure program which comprises early works, utilities, and publicly accessible spaces like streets and parks. Our scope on the six-square-kilometer site will transition into a mixed-use legacy development to serve the community after the six-month event is over. The project’s master plan leverages international sustainability standards for urban afforestation, treated water, and energy sources. 

Job Summary:

The ideal candidate will have significant leadership experience and a clear understanding of project management within KSA. He/she will have previous Project Controls experience of large scale (>$1Bn) projects, ideally within KSA or the wider Middle East. He/she will have a cultural awareness of the nuances of operating successfully. within KSA and have proven success in managing client relationships at a senior level.  Job Dimensions:

A. Supervision Received Reports to and receives technical guidance and operational supervision from designated supervisory personnel. B. Supervision Exercised Provides technical and operational direction to assigned personnel. C. Contacts Interacts and partners with subordinate supervisors, customers, and/or functional peer group managers, involving matters between functional areas, customer and the company May lead a cooperative effort among members of a project team. 

Major Responsibilities:

  • Establishes operational objectives and work plans, and delegates assignments to subordinates
  • Provides structured leadership and guidance for the overall execution of Project Controls activities
  • Manages the development of Project Controls procedures and processes that are aligned with customer requirements
  • Manages cost engineering, cost estimating, cost analysis/control, planning/scheduling, risk management, and project reporting activities for the project, and staff planning activities that requires a high degree of technical skill and experience
  • Manages cost estimating, analysis, and control activities
  • Manages schedule development, maintenance, monitoring, impact identification, and recovery plan development activities
  • Develops the preparation and presentation of project estimates and cost forecasts
  • Supports project organizational and administrative activities
  • Provides generally non-routine cost engineering/planning and scheduling guidance
  • Identifies and provides innovative solutions to cost engineering and planning/scheduling problems
  • Reviews contract drafts for adequacy of cost and scope definition and Project Controls requirements
  • Reviews Earned Revenue Determination Data, Financial Summaries, Project Financial Status Reports, and Charge for Project Working Capital calculations for the project
  • Manages the coordination of project reports and dashboards as necessary
  • Performs routine coaching, tasking and performance management of assigned Project Controls staff and such additional professional tasks as are directed by the Project Manager

Education and Experience Requirements:

  • Requires bachelor's or master's degree (or international equivalent) plus a minimum of 15 years of professional experience or, in lieu of a degree, 21 or more years of professional experience

Required Knowledge and Skills:

  • Previous Project Controls project experience within KSA or the wider Middle East and across a broad range of infrastructure projects.
  • Bachelor’s degree plus a minimum of 15 years of professional experience or, in lieu of a degree, 21 or more years of professional experience.
  • Demonstrate experience and skill in directing cost engineering functions, including cost estimating, cost control, and cost analysis.
  • Demonstrate experience and skill in directing, planning, and scheduling functions, including schedule development, control, and analysis.
  • Have expertise in the delivery, communication, and training of risk management.
  • Demonstrate experience and skill in establishing criteria for Project Controls activities.
  • Show proven leadership skills in personnel administration, and in the training of technical and nontechnical personnel.
  • Expert in oral and written communication, with demonstrated ability to present project information to Bechtel and client management.
  • Significant experience and a cultural understanding of project management.
  • Previous experience of PFSR preparation, coordination and delivery.
  • Advanced level of knowledge of engineering, procurement, contracts, construction, and startup work processes.
  • Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
  • Working knowledge of change management.
  • Experience of knowledge transfer and the development of local employees.
