Project Overview

Bechtel has been involved over the last 80 years in some of the world’s busiest and most complex airport projects, including Greenfield and Brownfield developments. In the GCC, we have held significant roles on King Khalid, King Fahad, Dubai, Hamad, and Muscat international airports. As we consider the future of aviation globally and in the GCC, we are very enthusiastic about the future of aviation in the Kingdom of Saudi Arabia.

We are currently considering candidates with aviation, other transportation or complex public accessible building project experience to provide project management consultancy services (including technical, commercial and construction management) for a major infrastructure project in Riyadh. 
 

Job Summary:

In this role of the Program Quality Lead, you will be reporting to the Program Quality Director and leading the program quality team. You will support in reviewing the contractors’ QMS related plans, ITPs, quality procedures and templates based on the project scope of work. You will review and determine applicable quality requirements, report new or revised regulatory requirements, Will be leading / participating in quality audits that will be conducted on contractors / suppliers, monitor non-conforming conditions, and determine the sufficiency of corrective actions. Interfaces with contractors and suppliers on quality related items. Your recommendations will assist in the resolution of complex issues and mitigate performance risk. 
 

 

Major Responsibilities:

  • Oversees the implementation of quality assurance and quality control programs on-site.
  • Coordinates quality activities with the customer quality management team, ensuring the compliance with the Project Quality Plan (PQP) and the Supplier Quality Program Manual.
  • Develops, reviews, and approves the quality documentation, including inspection and test plans (ITPs), method statements, site related quality procedures, test reports and other quality related documents.
  • Conducts regular internal audits to assess compliance and address any deficiencies in quality processes.
  • Assure that contractor has a robust QMS and follow-up its effectiveness. 
  • Maintain the audit procedures and related activities as per of the PMC audit plan. 
  • Follows up on actions taken in response to audit findings to ensure adequacy of completed corrective actions. 
  • Conduct regular surveillance inspections / audits on the construction sites.
  • Review and approve the contractor’s QA/QC personnel. 
  • Prepares and submits quality performance reports, nonconformance reports (NCRs), follow-up the implementation of rectification & corrective actions and update related statistics.
  • Support to ensure the effective implementation of PMC QMS and PQP within the project lifecycle. 
  • Support in the project deployment of Quality Absolutes and other tools and processes to meet the needs of the quality training program.
  • Provides direction and assigns work to quality specialists and others who assist on specific assignments. Reviews and checks work. 
  • Attend regular quality meetings with contractors, prepare and update the action plan.
  • Maintains contact with designated client quality personnel to provide status, manage relationships, and execute applicable actions.  

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and minimum (8) years of work experience​ in Quality Management with minimum of (5) years’ experience directly elating to Quality Assurance / Control in relevant scope of work (e.g. airport construction projects / large scale projects).
     

Required Knowledge and Skills:

  • Technical knowledge in the application of engineering, environmental, procurement, construction, testing, or operations or decommissioning practices sufficient to comprehend specified engineering, environmental, procurement, construction, testing, operations, decommissioning, and regulatory requirements. 
  • Knowledge of the quality principles and their application to engineering, environmental, procurement, construction, testing, operations, or decommissioning. 
  • Demonstrated expertise in implementing ISO 9001-based quality management systems, including hands-on experience with supplier’s quality plans, inspection and test plans (ITPs), and quality control plans (QCPs).
  • Knowledge of corrective action system application to eliminate nonconforming conditions. 
  • Knowledge of regulatory requirements and functions that impact the quality program. 
  • Proficiency in oral and written communication in English language. 
  • Proficiency in the use of applicable computer applications. 
  • Knowledge of Bechtel’s administrative practices (preferred).
  • A recognized degree and/or specialized courses in engineering, quality, or a specialized discipline.
  • ISO 9001 Certified Lead Auditor (required). 
  • Six Sigma knowledge / certificate is preferable.
