Project Overview:
Bechtel has been involved over the last 80 years in some of the world’s busiest and most complex airport projects, including Greenfield and Brownfield developments. In the GCC, we have held significant roles on King Khalid, King Fahad, Dubai, Hamad, and Muscat international airports. Saudi Arabian Bechtel Company has been appointed to provide project management consultancy services (including technical, commercial, and construction management) for the development of a state of the art international airport in the city of Riyadh, Kingdom of Saudi Arabia.
King Salman International Airport will have a capacity of up to 120 million travelers by 2030 and 185 million travelers by 2050, and the capacity to process up to 3.5 million tons of cargo by 2050.
Bechtel will provide PMC services for three new terminals; Terminal 6 is a new build ‘low cost carrier’ – hyper efficient terminal with gross floor area of ≈450,000m2, capacity of 20mppa; Iconic Terminal is a new build ‘new concept’ terminal with gross floor area of ≈ 1M m2, capacity of 40 to 45 mppa, and Private Aviation Terminal and hangars for VIPs and business jet passengers.
Job Summary:
In this role of the Program Quality Lead, you will be reporting to the Program Quality Director and leading the program quality team. You will support in reviewing the contractors’ QMS related plans, ITPs, quality procedures and templates based on the project scope of work. You will review and determine applicable quality requirements, report new or revised regulatory requirements, will be leading / participating in quality audits that will be conducted on contractors / suppliers and internal as well, monitor non-conforming conditions, and determine the sufficiency of corrective actions. Interfaces with contractors and suppliers on quality related items. Your recommendations will assist in the resolution of complex issues and mitigate performance risk.
Major Responsibilities:
- Oversee the implementation of quality programs on-site.
- Provides direction and assigns work to senior quality specialists and others who assist on specific assignments.
- Exercises Stop-Work Authority and provides independent reporting to Senior Management to ensure impartiality of the Quality function.
- Review and develop quality documentation, including ITPs, method statements, test reports, and procedures.
- Reviews and approves the contractor’s QA/QC personnel.
- Ensures that the contractor has a robust QMS and monitors its effectiveness.
- Conducts regular internal and external audits and surveillances to assess compliance and identify areas for improvement in quality processes.
- Prepares and submits quality performance reports and nonconformance reports (NCRs), follows up on implementation of rectification and corrective actions, and updates related statistics.
- Leads investigations into the root causes of non-compliances and oversees implementation of necessary corrective and preventive actions.
- Identifies, records, and reports deviations or faults in construction, materials, or procedures, ensuring prompt corrective measures are implemented.
- Coordinates with the client quality management team and contractors to maintain compliance with project and regulatory requirements.
- Maintains contact with designated customer quality personnel to provide status updates, manage relationships, and execute applicable actions.
- Attends regular quality meetings with client and contractors to review quality performance, resolve issues, and update action plans and QA/QC activities.
- Compiles detailed QA/QC reports for the Quality Director, highlighting progress, quality concerns, and remedial actions taken.
- Supports deployment of the Quality Absolutes and other tools and processes to meet the project quality training program.
- Verifies existing Best Practices (BP) and LL implementation and documents new BPs/LLs in Ideagen and EDMS.
- Lead the quality team and provide direction, guidance, and support to the Quality Specialists to ensure effective implementation of quality requirements and project objectives.
Education and Experience Requirements:
- Requires bachelor’s degree in civil engineering (or international equivalent) and 8 -10 years of relevant experience in Quality Management or 12-14 years of relevant work experience
- Minimum of (5) years’ experience directly relating to Quality Assurance / Control in relevant scope of work (e.g. airport construction projects / large scale projects).
Required Knowledge and Skills:
- Technical knowledge in the application of engineering, environmental, procurement, construction, testing, and commissioning practices sufficient to understand relevant project requirements and regulatory requirements.
- Advanced knowledge of the quality principles and their application to engineering, environmental, procurement, construction, testing, operations, and commissioning.
- Demonstrated expertise in implementing ISO 9001-based quality management systems, including hands-on experience with contractor’s quality plans, ITPs, and or Quality Control Plans (QCPs).
- Knowledge of corrective action system application to eliminate nonconforming conditions.
- Knowledge of regulatory requirements and their impact on the quality program.
- Proficiency in oral and written communication in English language.
- Proficiency in the use of relevant computer and reporting applications, including but not limited to BIM 360, Power BI, Microsoft Office programs, and other related tools.
- Knowledge of Bechtel’s administrative practices (preferred).
- A recognized degree and/or specialized courses in engineering, quality, or a specialized discipline.
- ISO 9001:2015 Certified Lead Auditor (IRCA approved) – required.
- Six Sigma knowledge / certificate is preferable.
