Project Overview:

Procurement / Tendering Manager (Multiple) – Riyadh, Saudi Arabia

Bechtel is delivering some of the most ambitious infrastructure and development programs in Riyadh, supporting keystone and landmark projects that are redefining the Kingdom’s built environment as part of Vision 2030.

With a long-standing presence in Saudi Arabia of over 80 years and a global footprint spanning major capital programs worldwide, Bechtel offers a unique platform to work on complex, high-value projects within a truly international environment.

This is an exciting opportunity to lead procurement and tendering activities on major infrastructure projects, working as part of a high-performing PMC / integrated delivery team at the forefront of large-scale program execution.

Job Summary:

As Procurement / Tendering Manager, you will lead the development and execution of procurement strategies and the management of complex tendering processes for major construction and consultancy packages.

You will play a critical role in shaping commercial outcomes from the earliest stages of project delivery—driving market engagement, competitive bidding, contract formation, and value optimisation across large, multi-package infrastructure programs.

Major Responsibilities:

  • Lead the end-to-end tendering process, including prequalification, bid strategy, RFP development, tender issuance, evaluation, negotiation, and award
  • Develop and implement procurement strategies, packaging plans, and sourcing routes aligned with project objectives and market conditions
  • Prepare and manage tender documentation, including scope, pricing structures, commercial terms, and evaluation criteria
  • Coordinate bidder engagement, including clarification process, workshops, & pre-award discussions
  • Lead commercial evaluations and negotiations, ensuring robust, defensible recommendations to award in line with governance requirements
  • Work closely with client and project stakeholders to align on commercial positions, risk allocation, and contracting strategies
  • Manage bid lists, prequalification processes, and supplier assessments, ensuring compliance with corporate and project requirements
  • Drive value for money outcomes through competitive tension, market intelligence, and commercial optimisation
  • Support transition into contract award and ensure handover into post-award contract administration
  • Ensure full compliance with procurement governance, ethics, and audit requirements

Education and Experience Requirements:

  • Bachelor’s degree in Quantity Surveying, Business, Engineering, Supply Chain, or a related discipline
  • Minimum 12 years’ experience, with a preference for 15+ years’ industry experience
  • Strong experience on large-scale, dynamic infrastructure projects
  • MRICS, MCIPS, or equivalent professional chartership preferred
  • Experience in the Middle East / KSA market is advantageous

Required Knowledge and Skills:

  • Strong experience in procurement, tendering, and contract formation within large infrastructure, engineering, or construction projects
  • Proven track record delivering complex tender processes for high-value capital projects
  • Experience working in PMC, EPCM, or integrated delivery environments
  • Strong understanding of contracting strategies, pricing structures, and risk allocation principles
  • Ability to operate in a fast-paced, multi-stakeholder environment with competing priorities
