Project Overview:

Expo 2030 Riyadh is a global platform where countries, organizations, and individuals will come together to collaborate. Under the theme “Foresight for Tomorrow,” the Expo promotes sustainable development, innovation, and transformative thinking. The event will be held from October 2030 to March 2031 and is expected to welcome over 40 million visits.
The 6 km² Masterplan outlines a comprehensive framework for participation and infrastructure at the Expo. The exhibition space, totaling 491,100 m² GFA, can accommodate up to 197 participating countries and 29 international organizations. Working collaboratively with our customer, Expo 2030 Riyadh Company (ERC), Bechtel will manage the infrastructure program which comprises early works, utilities, and publicly accessible spaces like streets and parks. Our scope on the six-square-kilometer site will transition into a mixed-use legacy development to serve the community after the six-month event is over. The project’s master plan leverages international sustainability standards for urban afforestation, treated water, and energy sources.

Job Summary:

The ideal candidate will bring strong leadership capability and a solid understanding of project management practices in the Kingdom of Saudi Arabia (KSA). The role requires prior Project Controls experience on major capital projects (typically >$1B), preferably in KSA or the wider Middle East. The successful candidate will demonstrate cultural awareness and a proven ability to build and maintain senior-level client relationships. 

Job Dimensions:

A. Supervision Received: Reports to and receives technical guidance and operational supervision from designated supervisory personnel.

B. Supervision Exercised: Provides technical and operational direction to assigned personnel.

C. Contacts: Interacts and partners with subordinate supervisors, customers, and/or functional peer group managers on matters spanning functional areas, the customer, and the company. May lead a cooperative effort among members of a project team.

Major Responsibilities:

  • Establish and maintain planning governance (procedures, schedule management plan, update calendar, and reporting templates)
  • Develop, maintain, and control the Integrated Master Schedule (IMS), ensuring WBS alignment across engineering, procurement, construction, and commissioning across all portfolios.
  • Define and enforce scheduling standards (activity naming, coding structure, calendars, constraints, and narrative requirements) to ensure consistent planning outputs
  • Validate schedule logic, critical path integrity, and cross-project dependencies; maintain integration points and key milestones
  • Administer the status and controls cycle (weekly/periodic updates), including cut-off dates, data validation, and schedule review workshops with discipline leads
  • Implement progress measurement rules (rules of credit / measurement methods) and ensure consistent progress collection and data quality across all portfolios
  • Track critical path movement, delays, float erosion, and variances; develop and monitor recovery/mitigation plans with accountable owners
  • Produce lookahead schedules and manage a constraints log to drive removal of blockers and improve plan reliability
  • Lead schedule risk management (early warning indicators, schedule risk items, and—where required—schedule risk analysis inputs and mitigation tracking)
  • Manage external and internal interfaces by coordinating with stakeholders (e.g., RCRC, NG, NWC, .. etc) and incorpore interface deliverables and dates into the IMS
  • Develop schedule analytics and performance insights (milestone trend, planned vs. actual, S-curves) and provide clear narratives for leadership decision-making
  • Continuously improve planning tools, dashboards, KPI’s and templates; coach planners on standards and ensure consistency across the program

Education and Experience Requirements:

Requires bachelor's or master's degree (or international equivalent) plus a minimum of 15 years of professional experience or, in lieu of a degree, 21 or more years of professional experience

 

Required Knowledge and Skills:

  • Prior PMO experience in KSA or the wider Middle East, supporting a broad portfolio of prestigious projects.
  • Bachelor’s degree with 15+ years of relevant professional experience, or 21+ years of professional experience in lieu of a degree.
  • Proven capability leading planning and scheduling, including schedule development, control, and analysis.
  • Demonstrated expertise delivering, communicating, and training risk management practices.
  • Experience defining and implementing criteria, standards, and governance for Project Planning and Scheduling activities.
  • Strong leadership in personnel administration, including coaching and development of technical and non-technical staff.
  • Excellent written and verbal communication skills, with the ability to present clear, concise project information to Bechtel and client leadership.
  • Significant project management experience, supported by strong cultural awareness and regional context.
  • Advanced knowledge of engineering, procurement, contracts, construction, and startup work processes.
