Project Overview:

Bechtel’s regional office in the Kingdom of Saudi Arabia, known as SABCO, is located at Business Gate in Riyadh . Job Summary:

The role involves independently handling compliance reporting matters related to labor and employment (“L&E”) laws in the KSA.  The individual will serve as the primary point of contact for monitoring notifications from the MOHRSD/courts received on the Najiz platform and/or via SMS notifications, ensuring that such notifications are promptly distributed/communicated to appropriate Bechtel in-house attorneys and outside counsel and pertinent dates/deadlines are tracked and reported out as needed to ensure timely action by legal personnel.  The individual will also play a key role in compilation of data/documents/information regarding pending labor court cases and keeping Legal department trackers updated on a regular basis.  Preparing reports, as required by the Legal department is also an important part of this role.  The person will also support SABCO HR staff in the handling of responses to government inquiries and/or requests for data/documents.  The role provides support to Senior Counsel, Global Employment and Labor on various L&E matters. Close collaboration with Human Resources, Regions Team, Finance & Accounting, project teams, and legal personnel is a key part of the role.

  • Supervision: Reports to Senior Counsel, Global Employment and Labor and operates with minimal guidance, receiving overall direction on key matters.
  • Contact: Maintains regular communication with Corporate Legal, global teams, Regions Management, and HR to ensure timely handling of responsibilities.
  • Key Responsibilities: In addition to the duties noted above, the individual will monitor changes in relevant labor laws and, in consultation with Senior Counsel, Global Employment and Labor, advise management on legal implications and required actions to maintain compliance. 

Major Responsibilities:

  • Maintaining awareness of L&E regulatory requirements and compliance requirements and driving efforts to maintain compliances for all offices and projects of the Company, specifically local labor law and service establishment related legislations, including anticipated changes in governance practices and providing advice to Senior Counsel, Global Employment and Labor on implications and appropriate actions. Maintaining a tracker/compliance checklist for this purpose.
  • Reporting compliance status and updates to Global L&E Senior Counsel on a regular basis.  Assisting with compilation of L&E compliance information/documents as needed to respond to governmental authorities. 
  • Assisting internal stakeholders in communication with government agencies to ensure compliance with reporting inquiries.
  • Organizing and maintaining case files, coordinating documentation requests and tracking deadlines related to any employment and labor law related litigation or proceedings before government authorities and courts.
  • Providing training materials to internal stakeholders and ensuring updates of the same to cover changes in labor and employment legislation.
  • Collating of information for inspection by labor authorities and providing authorized persons with access to company labor records. Obtaining Board approvals, as needed to facilitate Company’s responses to government authorities.
  • Monitoring and advising on changes to relevant legislation, consulting with the Senior Counsel, Global Employment and Labor, and ensuring that the company remains compliant with evolving legal frameworks in the labor/employment law areas.
  • Liaising with external regulators under different laws and ensuring compliance with regulatory changes under labor laws applicable to the company.
  • Assist in establishing and updating internal labor regulations, company handbooks, and work organization policies
  • Assist in employment contract drafting and review:  Create,  and review, to ensure compliance with Saudi labor law, including drafting employment agreements and work organization policies approved by the Ministry of Human Resources and Social Development (MHRSD)
  • Staying current: Keep up to date with evolving labor laws and regulations in Saudi Arabia
  • Contributing to a wide range of additional L&E matters as needed, including preparing training materials, providing information for filings and legal actions and responding to queries regarding L&E matters.

Education and Experience Requirements:

  • A bachelor’s degree.   
  • A minimum of 5-8 years of experience in L&E legal compliance roles in law firms or in-house counsel teams.  

Required Knowledge and Skills:

  • Compliance related certifications and experience with a multinational company operating in India will be preferred. Experience in managing L&E compliance for foreign-held entities in the KSA will be an added advantage. 
  • Strong knowledge of KSA labor laws and regulations. 
  • Proficiency in written and spoken Arabic and English.  Fluency in these languages is required. 
  • Excellent verbal and written communication skills, with the ability to communicate complex legal and regulatory information clearly to all levels of management, employees, and external stakeholders. 
  • Strong interpersonal skills with the ability to collaborate effectively across departments, manage relationships with external advisors, and interact with diverse stakeholders, including senior management. 
  • Strong organizational skills, with the ability to manage multiple tasks and deadlines effectively, ensuring compliance and smooth secretarial operations.
