Project Overview:

Expo 2030 Riyadh is a global platform where countries, organizations, and individuals will come together to collaborate. Under the theme “Foresight for Tomorrow,” the Expo promotes sustainable development, innovation, and transformative thinking. The event will be held from October 2030 to March 2031 and is expected to welcome over 40 million visits.

The 6 km² Masterplan outlines a comprehensive framework for participation and infrastructure at the Expo. The exhibition space, totaling 491,100 m² GFA, can accommodate up to 197 participating countries and 29 international organizations.

Working collaboratively with our customer, Expo 2030 Riyadh Company (ERC), Bechtel will manage the infrastructure program which comprises early works, utilities, and publicly accessible spaces like streets and parks. Our scope on the six-square-kilometer site will transition into a mixed-use legacy development to serve the community after the six-month event is over. The project’s master plan leverages international sustainability standards for urban afforestation, treated water, and energy sources.

Job Summary:

In this role, the Package Manager (Site Preparation) is responsible for the successful planning, execution and delivery of all site preparation and early works packages across the programme. This will include fencing and hoarding, site clearance, bulk earthworks, temporary stormwater drainage, establishment of site offices, site entrances, construction of temporary access roads and other associated scopes of work as required. Reporting to the Delivery Director, The Package Manager will work closely with the other Package Manager, Construction Managers, and other internal and external stakeholders to ensure timely and cost-effective delivery of these critical elements.

Major Responsibilities:

  • Assist in the preparation of procurement strategies for all packages of work Develop scopes of work associated with the site preparation packages of work Assist in technical evaluation of Contractors during the tendering process
  • Develop and maintain a detailed plan for the delivery of all site preparation packages required to support the project
  • Oversee the Construction of all site facilities, ensuring adherence to the project schedule and budget.
  • Monitor site activities and ensure compliance with all safety, quality and environmental requirements.
  • Liaise with internal and external stakeholders as required to deliver the works.
  • Managing the team, subcontractors and third parties to ensure the delivery of the works to meet the schedule and handover to the successor activities to meet the overall program objectives.
  • Manage all aspects of the project scope from design constructability, design interfaces and execution of the work.
  • Ensure that the plans and procedures are in place for all engineering, procurement, construction activities and ensures their compliance including strict adherence to local and national regulatory codes, ES&H and quality requirements.
  • Arrange for the overall execution of works, meeting compliance requirements, contractual and customer requirements Champion the creation of a positive project work environment, assist by demonstrating and applying leadership techniques on the project, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.
  • Communicate with staff, supervisors, and other parties involved in the project to discuss plans, goals and how to achieve them Supervise, mentor and support the development of direct reports

Education and Experience Requirements:

A recognized bachelor’s or master’s degree (or equivalent) minimum 20 years of experience, 7-10 years in a management role with a Contractor, Client and/or PMC, Client and/or PMC experience is required.

Required Knowledge and Skills:

  • Experience of delivering large urban infrastructure projects or large civil engineering projects is required.
  • Must be able to demonstrate good communication and interpersonal skills, be able to foster and maintain a positive work environment between all parties including the Client, Contractors, and other stakeholders throughout the project lifecycle.
  • Must have good oral and written communication skills in English, Arabic speaking is advantageous.
  • Experience in KSA / Middle east / GCC is required.
