Project Overview:
Bechtel has been involved over the last 80 years in some of the world’s busiest and most complex airport projects, including Greenfield and Brownfield developments. In the GCC, we have held significant roles on King Khalid, King Fahad, Dubai, Hamad, and Muscat international airports. As we consider the future of aviation globally and in the GCC, we are very enthusiastic about the future of aviation in the Kingdom of Saudi Arabia.
We are currently considering candidates with aviation, other transportation or complex public accessible building project experience to provide project management consultancy services (including technical, commercial and construction management) for a major infrastructure project in Riyadh.
Job Summary:
The O&M Manager will provide expert O&M input and guidance for the Airport Terminal buildings on all O&M related activities required to support the project from contract development and design through to Testing & Commissioning, and handover of the project. The O&M Manager is required to provide early input in contractual, technical and management oversight of activities relating to the planning, development, implementation and delivery of the O&M scope of work and deliverables throughout the project lifecycle.
From the early project phases the O&M Manager will work collaboratively with the client, existing and/or future terminal operators, design/delivery contractors, regulating agencies, third parties and other stakeholders to develop the processes, procedures and required deliverables to govern O&M and related functions. Outputs of this work will inform the contract terms and conditions for the design/delivery agreements.
The O&M Manager is responsible for developing and executing the O&M program. The individual provides O&M and operational readiness oversight to the various project teams to ensure that all required activities and deliverables are completed and accepted, and the documentation compiled and turned over.
The O&M Manager must be able to perform duties under minimal direction by management and ensure that the O&M and operational readiness plans and procedures developed are implemented and complied to.
Major Responsibilities:
- Support the identification, development, implementation, and management of the O&M strategies, plans and procedures, including temporary operations and pre-operational O&M plans and activities.
- Lead the development and implementation of an integrated O&M schedule for the project which incorporates the necessary requirements, logic, and time frames required for training to support the handover process and transfer of the airport.
- Ensure all O&M training requirements are identified and the required training delivered.
- Undertake reviews of contractor documentation.
- Organise and lead a team to implement the programs and processes developed and oversee the contractors’ performance.
- Engage with the regulatory approval process to understand expectations and the required involvement of authorities so that appropriate measures are defined in governing programs and procedures associated with O&M.
- Identify risk to O&M activities ensuring risk mitigations are implemented.
- Develop a system for measuring and reporting overall O&M scope status.
- Develop effective relationships with each contractor’s O&M managers to establish a collaborative and supportive environment for knowledge and best practice sharing.
- Develop the O&M process required to ensure the seamless handover of assets and information from contractors to the end user, in collaboration with the Asset Handover Manager.
- Direct the formulation of recommended policies, procedures, plans and programs for the O&M department, commensurate with the overall project scope of work.
- Provide expertise to support O&M activities relating to maintenance strategies, plans, spare and consumable parts and warranty management.
- Direct and conduct reviews to assure readiness to safely execute major events and milestones.
- Ensure system and operational safety requirements are adequately developed and implemented in relation to O&M.
- Participate in project planning sessions to provide technical guidance information.
- Participate, as required, in engineering and construction reviews, management reviews and client negotiations, providing counsel and information about the projects’ O&M scope.
Education and Experience Requirements:
- Required: Bachelor’s degree in engineering, construction management or related field with minimum 20 years of relevant experience. In lieu of a degree, minimum of 23 years progressive experience relevant to the job duties.
- Experience of O&M in airport terminals or related type of industry.
- Experience in managing the O&M scope for one or more very large or complex aviation or similar projects.
Required Knowledge and Skills:
- Experience in leading teams.
- Experience/understanding of construction processes and concepts, supervision, and the handover of projects.
- Experience of the general tools/deliverables associated with successful project O&M activities.
- Knowledge of the typical industry contractor/subcontractor’s O&M responsibilities contained in contractor’s documents.
- Knowledge of industry and regulatory standards, and design criteria related to O&M.
- Ability to work on multiple project activities simultaneously.
- Computer literate in MS Office suite including word processing, spreadsheet and database applications.
- Familiarity with using Electronic Document Management Systems and the various reporting tools.
- Strong communication and stakeholder management skills.
- Good collaboration and interpersonal skills.
- Skill in negotiation for dealing with clients.
