Job Summary:

The National Project Management Organization (Mashroat), known as Mashroat, has been established to improve the Saudi government’s capital expenditure program, to enable government entities’ project management offices to develop and improve related policies and create a dynamic ecosystem to deliver efficient and effective projects with the most significant impact.  The Knowledge Transfer Manager is responsible for the implementation and management of the capability building program between Bechtel and The National Project Management Organization (Mashroat) staff.


Job Responsibilities:

  • Implements and manages the capability building in Mashroat through the Knowledge Transfer Program (KTP).
  • Creates and communicates capability building processes to management, participants, and subject matter experts. 
  • Drafts and revises Knowledge Transfer procedures and templates, as necessary.
  • Designs and facilitates workshops to onboard and support capability assessments and transition development plans within the knowledge transfer program.
  • Researches, assembles and evaluates information regarding industry practice and trends.  Suggests improvements to the program, as necessary.
  • Monitors applications, progress, and auditing of the Knowledge Transfer Program (KTP).
  • Gathers and analyzes data to create metrics regarding program impact and progress.
  • Prepares and presents relevant reports to program management to ensure the program is meeting management and customer expectations.
  • Utilizes and enhances existing tools and systems to support capability building.  Identifies and implements new tools and systems as needed to support program success.
  • Identifies internal stakeholders and actively partners with them to ensure the program is meeting contractual requirements and management expectations.
  • Works with participants, both Bechtel and client, to create relevant, impactful, and timely development actions supporting capability building and knowledge transfer.
  • Reviews documentation supporting completion of development actions to ensure desired knowledge transfer has occurred.
  • Liaises with Document Management regarding storage and maintenance of relevant project records
  • Acts as a liaison with Bechtel and client Human Resources departments regarding status of recruiting for positions identified as part of the KTP.
  • Works alongside the Training Manager to schedule identified courses for KTP participants.
  • Partners with other Mashroat consultants to deliver a consistent Knowledge Transfer experience across the organization.
  • Meets with participants regarding stalled progress.  Assess status and provides alternate solutions to support development, as needed.  Reinforces appropriate behaviors for effective learning and capability building.
  • Guides and coaches Subject Matter Experts regarding evaluation of knowledge transfer in their area of expertise.
  • Facilitates Leadership and Professional development courses, as requested.


Basic Qualifications:


  • Experience in implementing capability building programs and/ or Learning and Development
  • Skill in the preparation and presentation of oral and written reports
  • Ability to collect and analyse data so relevant performance metrics can be created to gauge program results
  • Excellent verbal and written communication skills in English
  • Arabic language skills an advantage



  • BA or Masters in Human Resources or Learning Management or related subject
  • CIPD/SHRM qualified
