Project Overview:

Bechtel has been involved over the last 80 years in some of the world’s busiest and most complex airport projects, including Greenfield and Brownfield developments. In the GCC, we have held significant roles on King Khalid, King Fahad, Dubai, Hamad, and Muscat international airports.
 
Saudi Arabian Bechtel Company has been appointed to provide project management consultancy services (including technical, commercial, and construction management) for the development of a state of the art international airport in the city of Riyadh, Kingdom of Saudi Arabia. King Salman International Airport will have a capacity of up to 120 million travellers by 2030 and 185 million travellers by 2050, and the capacity to process up to 3.5 million tons of cargo by 2050. Bechtel will provide PMC services for three new terminals; Terminal 6 is a new build ‘low cost carrier’ – hyper efficient terminal with gross floor area of ≈450,000m2, capacity of 20mppa; Iconic Terminal is a new build ‘new concept’ terminal with gross floor area of ≈ 1M m2, capacity of 40 to 45 mppa, and Private Aviation Terminal and hangars for VIPs and business jet passengers.
 

Job Summary:

The Logistics Construction Manager Landside is responsible for the strategic planning, coordination, and execution of all landside logistics operations on a major airport construction program. This position plays a key role in ensuring uninterrupted landside access, efficient vehicle movements, controlled workforce transportation, and effective material flow from offsite locations to point-of-use within the construction site. The role interfaces with the airport operator, general contractors, security personnel, and logistics vendors to safely and efficiently manage all landside interfaces with active airport operations.

Major Responsibilities:

  • Develop and lead the landside logistics strategy, ensuring alignment with overall construction phasing and the airport’s operational requirements.
  • Manage and optimize all landside logistics functions including:
  • Site access and egress routes
  • Vehicle screening and security checkpoints
  • Staging areas and delivery holding zones
  • Shuttle and workforce transportation systems
  • Coordination of just-in-time (JIT) material deliveries from offsite
  • Ensure integration of landside logistics with airside and terminal logistics plans to support program-wide efficiency.
  • Oversee permitting, credentialing, and access control processes in collaboration with airport authorities and regulatory agencies.
  • Work with general contractors and subcontractors to coordinate delivery schedules, workforce arrival logistics, and laydown requirements originating from landside.
  • Lead coordination with traffic management teams and local municipalities to minimize disruption to public and airport-related roadways.
  • Establish and monitor landside traffic flow, signage, and temporary infrastructure (e.g., haul roads, lighting, fencing).
  • Implement and enforce safety, environmental, and compliance standards for all landside logistics activities.
  • Manage landside logistics team members, contractors, and third-party providers.
  • Provide real-time monitoring, dashboards, and weekly reporting on landside logistics KPIs to project and client leadership.
  • Ensure smooth and on-time delivery of materials through landside access without impact to airport or construction operations.
  • Maintain a high-functioning access control and screening process with minimal delays.
  • Achieve 95%+ delivery accuracy for scheduled landside operations through proactive planning and contractor engagement.
  • Prevent congestion or delays at site access points and holding areas.
  • Attain zero major safety or compliance violations in the landside logistics zone.
  • Deliver timely, accurate reporting and provide data-driven recommendations to improve efficiency.
  • Build strong working relationships with airport operations, security teams, and local stakeholders.
  • Support a logistics culture that emphasizes safety, coordination, and accountability across landside interfaces.

Education and Experience Requirements:

  • Bachelor’s degree in construction management, Transportation, Logistics, Civil Engineering, or related field.
  • 10+ years of construction logistics experience, with a minimum of 5 years managing landside or transportation-focused logistics on large-scale infrastructure projects.

Required Knowledge and Skills:

  • Experience working within or adjacent to active airport environments strongly preferred.
  • Demonstrated ability to lead complex logistics operations involving multiple contractors, vendors, and jurisdictional authorities.
  • Familiarity with airport security protocols, vehicle screening processes, and traffic planning.
  • Strong leadership, communication, and stakeholder engagement skills.
  • Proficiency in logistics planning tools, scheduling software (e.g., Primavera P6), and Microsoft Office Suite.
  • Strong understanding of relevant safety, environmental, and DOT regulations.
