Bechtel participates in the delivery of the Riyadh Metro Project (RMP) through the BACS consortium which includes Almabani General Contractors, Consolidated Contractors Company and Siemens. BACS deliver the works through a Civil Works Joint Venture (CWJV) and Transit Systems provider. The CWJV is formed of Bechtel, Almabani and CCC who are responsible for the design, construction and set to work of: all civil works (e.g. tunnels, stations & depots etc); track; and mechanical, electrical, plant and fire systems (MEPF). Siemens are responsible for the transit systems of: rolling stock; workshop equipment, signalling; and electrification.

 

BACS are responsible for the delivery of Lines 1 and 2 of the new Riyadh Metro system. Line 1 will stretch from north to south across Riyadh, covering 24 miles (38km). It will include 22 stations and four transfer stations where it will connect with other new metro lines. Much of Line 1 will be underground. In contrast, Line 2 will be built mostly on a raised strip in the median of the planned freeway. This line will run east to west and will extend more than 15.7 miles (25km) with 13 stations and three transfer stations. The new lines will feature stations powered by renewable energy and fully automatic trains. These lines, along with four others, will form the backbone of Riyadh’s new public transportation network.

 

SUMMARY:

Directs estimating activities.  Supervises the preparation and review of estimates and makes presentations as required. Provides estimating guidance to projects.  Responsible for major project estimates involving greater complexity and Bechtel resource commitments.  Performs department organizational and administrative activities as directed.  Provides guidance, leadership and training to others on project/program level tasks.  Acts as Estimating Manager when required.

JOB DIMENSIONS:

  • Reports to and receives technical and operational guidance from Estimating Manager or Project Controls management.

B.      Supervision Exercised

  • Provides technical and operational direction to assigned personnel.

  • Provides day-to-day supervision of preparation of a major proposal.

C.      Contacts

  • Maintains frequent contact with projects to provide technical support and guidance.

  • Continuing contacts with the vendors and subcontractors.

  • Frequent contacts with clients.

  • Maintains contact with project team members (EPC) during proposals.

    ESSENTIAL JOB DUTIES:

The following duties are performed with respect to Estimate Execution, the process of conducting an evaluation of services and/or capital cost elements of a project or effort as defined by an agreed-upon scope that will be used to make key management decisions:

  1. Develops and approves estimate plans, budgets and schedules.  Prepares estimate plan for major projects. 

  2. Provides expert guidance and reviews of all estimates and studies.  Analyzes estimating data and correlates to other projects and Bechtel standards.  Maintains the “big picture” requirements of the estimate and anticipates overlaps and gaps in costing.  Specifically:

  • Performs high-level confirmation of developed quantities for completeness and reasonableness.  

  • Reviews criteria for development of pricing structures and provides guidance to assure complete and reasonable pricing. 

  • Reviews and approves discipline estimates and cost study presentations, comparisons and reconciliations. 

  • Revalidates the estimate plan as required and manages change to base estimate generated by both internal and external sources, including vendor driven changes. 

  • Reviews and incorporates bid tab information into the estimate.

  • Assists projects in identifying scope deviations.

  • Reviews estimate basis and assumptions for completeness and reasonableness. 

  • Ensures that lessons learned are incorporated into estimates.

  1. Reviews, approves and issues the recommended contingency rates and escalation rates to be presented to the project team.  Participates in risk discussion and associated contingency recommendations.

  2. Reviews the incorporation of commercial terms and conditions (tax and currency exchange, etc.).

  3. Responsible for the quality and integrity of estimates produced by the team.

  4. Responsible for review of the complete Request for Proposal (RFP). 

  5. Reviews and ensures WIN Plan is incorporated and executed in the Estimate Plan.  Fully understands the execution plan split between direct hire and subcontracted work. 

  6. Leads presentation of estimate Management Reviews.  Ensures that internal reviews are scheduled in a timely manner.

  7. Works with client personnel to gain understanding of the specialized aspects of Bechtel estimating methodologies.

  8. Prepares Project Profitability Summary (PPS).  Reviews and provides guidance in the preparation of proposal cash flow models and working capital analysis.

  9. Reviews and critiques designs and specifications for cost effectiveness and suggests alternatives when appropriate. 

  10. Keeps stakeholders fully informed of progress, ensures their buy-in to the developing estimate to ensure acceptance of final bid.

The following duties are performed with respect to Foundation Development, the process of establishing and maintaining technical capabilities for personnel, cost databases and tools:

  1. Develops estimating details and parametric methods and techniques, estimating automated systems and databases.  Takes ownership of entire database.

  2. Develops guidelines and procedures for quantity development.

  3. Ensures that timely and accurate technical cost data are available for estimates and studies. 

  4. Ensures that applicable training objectives for personnel are met.  Develops departmental training programs.  Presents departmental training programs in area of expertise.  Ensures use of latest tools and techniques.

  5. Supports development of estimating policies, standards and procedures.

  6. Provides recommendations for revisions to standard codes of accounts.

The following duties are performed with respect to Project/Site Management Support, the process of providing support services to projects/sites in the form of external cost analysis and estimate reviews in addition to estimate-to-budget conversions:

  1. Acts as an expert resource in estimate-to-budget conversions.

  2. Reviews and analyzes cost/price data to generate comparative data as part of the analysis report.  Uses more complex tools in analysis such as O-lab.

The following duties are performed with respect to Estimating Management processes:

  1. Manages high-level strategies with functional management, and joint venture partners as applicable. 

  2. Provides input into estimating department staffing and budget plans.

  3. Provides input into and monitors planning workload and resource allocation.  Interfaces and coordinates estimating work with project control programs.

  4. Prepares annual performance reviews and conducts career counseling.  Interviews candidates for employment and makes recommendations for employment decisions.

 

JOB KNOWLEDGE:

  • Demonstrated expert understanding of Estimating core processes and procedures.

  • Demonstrated experience as Project or Senior Estimator, including global estimating experience.  Expert knowledge and broad experience in EPC estimating practices and methods. 

  • Demonstrated skill in performing all levels and types of estimating, quantification, pricing, cost analysis, escalation and contingency analysis.  Has a high level of technical excellence and inspires confidence in the integrity of the estimate.

  • Knowledge of engineering performance, manual labor performance, equipment production and derivation of manual and non‑manual wage/salary rates.  Knowledgeable of current industry and technical developments.  Knowledge of bond and insurance terminology and pricing.  Knowledge of currency exchange impacts and hedging arrangements.

  • Demonstrated skill to identify, analyze and solve problems in a logical, expedient and decisive manner.  Technical knowledge of engineering, procurement and construction techniques. 

  • In-depth knowledge of the applicable Bechtel work processes and systems.  Knowledge of administrative and supervisory practices.

  • Proficiency in Microsoft software applications currently being used by Bechtel (Word, Excel, Access, PowerPoint).  Proficiency in general estimating systems and scheduling software currently being used by Bechtel (EPIC, BETK, HCSS, Primavera, Microsoft Project).  Hands-on ability to use and demonstrate the effective use of these systems.

  • Skilled in apprising management for the quality and risks of an estimate for unit price and lump sum contract bidding.

  • Excellent skill in oral and written communication with demonstrated skill to make effective presentations to management and client.

  • Expert knowledge of cash flow and cost of working capital.  In-depth knowledge of project schedules and ability to predict/extrapolate costs curves based on experience of schedule-activities/cost correlation analysis.
