Project Overview

 

A Bechtel-led consortium to design and build two rail lines of the Riyadh Metro network in the Kingdom of Saudi Arabia. The lines, along with four others, will form the backbone of Riyadh’s new public transportation network.

The BACS consortium, which includes Almabani General Contractors, Consolidated Contractors Company, and Siemens, is responsible for the design, construction, train cars, and signaling―as well as electrification and integration of the new lines to the rest of the system.

 

Riyadh’s population of nearly 6 million is forecast to increase to 8 million by 2030. The new metro system will meet the demands of the growing population while reducing traffic congestion and improving air quality.

 

Introduction

 

 

As the most senior member of the Temporary Operations Power Management Team the Lead Electrical Controller (LEC) plans power isolation requirements and instructs the Electrical Switch Operators(ESO) to carry out power isolations.

 

The profile of the LEC would match that of a highly qualified, disciplined Senior Power Engineer preferably with third rail traction power experience.

 

The LEC reports to the Temporary Operations Manager and will ensure compliance with the CCRRB, WAD, LOTO and Power Management Procedures.

 

Specifically the LEC will interface with the Route Movement Controller (RMC), the BACS LOTO Team, and PTW Coordinator during implementation of safe  de-energization and energization processes.

 

 

 

The Role

 

 

  • Interfaces with the PtW coordinator and the Route Movement Controller to plan and safely implement boundary electrical protection conditions.
  • Defines, supported by the Systems Engineer and TS Engineers, the electrical isolation requirements of the 33kV, Traction and Low Voltage (LV) networks managed by WAD Procedure and extended to any systems that contain and manage the railway critical facilities;
  • Controls and coordinates the implementation process of the Electrical Isolations on the 33kV, Traction and Low Voltage networks,
  • Ensures the Power Management Team maintain an up to date and current layout and schematic of the power network to provide visibility over the actual network configuration.  Upon availability of the P-SCADA, the LEC should lead the team in migration to the OCC to remotely control the network.
  • Assists the PtW Team in planning the allocation of the permits to the Works Parties and setting the Boundary Protection Conditions for each permit.
  • Confirms the electrical isolation boundary conditions are correctly set
  • Assists the PtW Team in production and implementation of the necessary notification and documents. 
  • S/he will ensure the real-time communication and interface with the Saudi Electrical Company.

 

 

Working hours

 

The scope of work of the Lead Electrical Controller will require flexibility to work both day and night shifts of varied durations in accordance with operational requirements

 

Shift times and duration will vary depending on operational requirements but will generally be of minimum 8 hours and maximum 12 hours.

 

 

Lead Electrical Controller - Trainer & Mentoring functions

 

Flexibility is essential and candidates may also be asked to provide Training and /or other operational support within the Temporary Operations team as requirements dictate.
