The BACS consortium is responsible for the design and build of Lines 1 and 2 of the Riyadh metro network. These two lines will form part of the six-line metro system that will run for a total length of 176 kilometers across the city and includes 85 stations.

The scope of work on Lines 1 and 2 encompasses detailed structural, architectural and transit system design together with construction, testing, and commissioning of works.  Our scope also includes the procurement of all products and materials necessary to support project delivery. We are fully responsible for the design and integration of the transit systems and the civil infrastructure. Working from the Employers Requirements, the BACS consortium will manufacture, furnish, install, test and commission all components related to both the transit systems and the civil infrastructure.


Line 1 stretches from north to south through the centre of Riyadh, along the Olaya-Batha corridor, covering 38 kilometers. The line includes 22 stations and 4 transfer stations where it will connect with other new metro lines.   Much of Line 1 will be underground. Line 2 runs east to west along King Abdullah Road and will be built mostly at grade (15km) with some elevated sections. This line extends more than 25 kilometers with 13 stations and 3 transfer stations.


Job Summary:

Reporting to the Project Claims Manager the applicant will be a senior member of a small high-quality team of claims writers responsible for preparing and giving advice in relation to claims and delays on behalf of a Consortium of major international contractors involved in the construction of two lines of the Riyadh Metro Project (RMP) in Saudi Arabia (CWJV or BACS). The candidate will be able to quickly review or prepare accurate evidence and facts, understand the relevant provisions of the contract and any applicable laws, and prepare or assess claims and potential claims arising from the Project. Establishes and enforces agreed claims policies and procedures in conjunction with contract and other applicable project procedures. May also be responsible for supervision and training of more junior claims or contracts personnel supporting claims and contract administration.  Will be asked to provide written, visual or verbal commercial or contractual support and advice to other senior project personnel, including deputizing for the Project Claims Manager in his absence.


Working as part of a new claims management team that will be supporting RMP and its management, this person will:

  • Contribute generally to development of claims through setting strategy and action plans and determining appropriate resources
  • Lead the drafting of complex, high value claims
  • Provide guidance and oversight on the drafting of claims by others
  • Establish processes and standard methodologies, templates and the like to achieve consistent approach to claims preparation across the Infrastructure business
  • Establish processes to be implemented at outset of projects that are designed to ensure that projects are well-positioned to prepare claims if circumstances later require
  • Assist in recruiting or engaging claims writers to work pre-emptively to ensure ability of projects to prepare claims if required and to prepare claims when required
  • Establish and deliver training programmes in support of preceding
  • Establish and implement quality control processes in support of preceding


The Lead Claims Writer will report to the Project Claims Manager and work as part of a multi-disciplinary claims team comprising forensic schedule, forensic cost and claim writing specialists and lawyers.


Role Requirements

  • Relevant substantive experience on behalf of a Contractor in the writing of high-quality construction claims, preferably in a Civil Engineering and/or major Project environment including experience of international projects;
  • Detailed understanding of the language and strategies used when writing claims, including advantages and disadvantages of each, and ability to recommend options in particular circumstances having regard to particular objectives, project factual context, contract provisions, available data and the like
  • Construction related degree (or equivalent) from recognized university or educational establishment, preferably in or with heavy element of commercial and contractual management such as Quantity Surveying or similar;
  • Preferably a Fellow of the Royal Institution of Chartered Surveyors and/or the Chartered Institute of Arbitrators (or equivalent);
  • Extensive knowledge of commercial management, valuations, costs, pricing and demonstrated awareness of construction project commercial and risk issues.
  • Demonstrable ability to understand the impact of schedule delays.
  • Highly developed written and oral communication and presentation skills in English
  • Ability to produce professional, high quality written claims, presentations or advice in a construction environment relating to additional time and money;
  • Practical experience in the administration of employer/contractor EPC construction and engineering contracts;
  • Ability to work and communicate effectively within and across all levels of project functional groups including differing nationalities;
  • Experience in supervising personnel, workload distribution and execution of the work, as well as administration of personnel actions.
