The BACS consortium is responsible for the design and build of Lines 1 and 2 of the Riyadh metro network. These two lines will form part of the six-line metro system that will run for a total length of 176 kilometers across the city and includes 85 stations.

The scope of work on Lines 1 and 2 encompasses detailed structural, architectural and transit system design together with construction, testing, and commissioning of works.  Our scope also includes the procurement of all products and materials necessary to support project delivery. We are fully responsible for the design and integration of the transit systems and the civil infrastructure. Working from the Employers Requirements, the BACS consortium will manufacture, furnish, install, test and commission all components related to both the transit systems and the civil infrastructure.

 

Line 1 stretches from north to south through the centre of Riyadh, along the Olaya-Batha corridor, covering 38 kilometers. The line includes 22 stations and 4 transfer stations where it will connect with other new metro lines.   Much of Line 1 will be underground. Line 2 runs east to west along King Abdullah Road and will be built mostly at grade (15km) with some elevated sections. This line extends more than 25 kilometers with 13 stations and 3 transfer stations.

 

Job Summary:

Bechtel is seeking a Formation Specialist. Performs all tasks involved in the formation and award of contracts from low to medium complexity.  Communicates with bidders and personnel within Project Team to establish clear definition of requirements and to assure performance to the stated project requirements.  Assists and conducts meetings as needed to perform the work.

 

Job Responsibilities:

1. Develops and issues contracts and services agreements as assigned by performing the following:

  • Prepares bidders’ lists
  • Pre-qualifies bidders
  • Forms and issues bid request packages to approved bidders
  • Coordinates bidders’ questions and answers to those questions
  • Receives and Evaluates bids commercially
  • Negotiates with bidders’
  • Prepares Commercial Bid Summary and recommendation letter
  • Recommends and secures approvals in accordance with established procedures
  • Prepares contract documents for execution
  • Prepares and maintains control and status reporting documents

 

2. Prepares and organizes assigned Subcontracts sponsored meetings, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Project Team and Subcontractor on all contractual matters.  After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules.

 

3. Knowledge of Contract Administration including:

  • Administrators moderately complex contracts. Broad knowledge and experience in (sub)contract administration required.  May participate in contract negotiations.
  • Administers assigned (sub)contracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties.
  • Coordinates with designated staff on operational activities affecting contractual rights and obligations, (sub)contract performance, (sub)contract administration and other major matters.

 

Basic Qualifications:

  • Knowledge and experience in the formation of (sub)contracts and (sub)contract agreements, including types, terms and legal requirements.
  • Skill in working and communicating effectively, both orally and in writing, with other project functional groups.
  • Knowledge of law, negotiations, accounting or cost engineering gained through education or experience.
  • Knowledge and understanding of the project functional groups and company policies, procedures and work practices.
  • Familiarity with lump sum and unit price.
  • Working knowledge of engineering/construction industry contracting practices and Bechtel policies, procedures and work practices.
