The Financial Analyst is responsible for performing and / or reviewing financial appraisals for Infrastructure projects to be undertaken by the various Saudi Arabian ministries and public entities. The role also involves developing and updating processes and procedures for others to perform similar appraisals. This is a full-time position within the Mashroat Infrastructure Planning Department and is based in Riyadh.  



  • Develop and / or update relevant processes and procedures within the Strategic Planning Department.
  • Support the NPMO L&D in preparation of the training material pertinent to the processes and procedures and subsequently support the roll out of the training programme to the ministries and public entities.
  • Support the role out of processes and procedures to the EPMO’ s within the various ministries and public entities.
  • Provide strategic direction to the EPMOs and their respective entities in preparation of financial appraisals, initial cost estimates, funding mechanisms etc. 
  • Provide an oversight role, through the National Integrated Capex Program (NICP), to the preparation of 5-Year Project Portfolio Plans developed by the Entities, and support the production of National Integrated Infrastructure Master Plan (NIIMP)
  • Actively participate in the continuous improvement of the strategic portfolio planning processes.



  • Experience of working with governments and or international organizations on major development initiatives.
  • Demonstrated experience in budget and finance management.
  • Knowledge of government budget structuring and finance system in KSA.
  • Numerate and strong analytical skills.
  • Excellent communication and interpersonal skills.
  • Able to build sound relationships at various levels with government entities.
  • Arabic speaking – would be beneficial.



  • Minimum Bachelor degree in a numerate subject (Finance, Economics, Mathematics, Engineering) from reputable university.
  • 4+ Years of relevant professional work experience
  • Professional qualification or working towards a professional qualification (e.g. CFA).
