Project Overview:

Expo 2030 Riyadh is a global platform where countries, organizations, and individuals will come together to collaborate. Under the theme “Foresight for Tomorrow,” the Expo promotes sustainable development, innovation, and transformative thinking. The event will be held from October 2030 to March 2031 and is expected to welcome over 40 million visits.
The 6 km² Masterplan outlines a comprehensive framework for participation and infrastructure at the Expo. The exhibition space, totaling 491,100 m² GFA, can accommodate up to 197 participating countries and 29 international organizations. Working collaboratively with our customer, Expo 2030 Riyadh Company (ERC), Bechtel will manage the infrastructure program which comprises early works, utilities, and publicly accessible spaces like streets and parks. Our scope on the six-square-kilometer site will transition into a mixed-use legacy development to serve the community after the six-month event is over. The project’s master plan leverages international sustainability standards for urban afforestation, treated water, and energy sources.

Job Summary:

  • In charge for assisting in the integration of specialized environmental requirements into the planning, permitting, design, and construction of the Project. Has responsibility in the development and implementation of the environmental inspection program on the project under the direction of the Environmental Manager. Provides technical oversight of the project’s environmental compliance activities through identification of inspection requirements.
  • Coordinates with the construction leads and delivery package HSE Managers to assist them in integrating and/or addressing the applicable environmental requirements in their work products and activities. Coordinates with the Environmental Manager to tailor and deliver the training to ensure environmental regulatory and objective compliance.
  • Helps in developing and implementing the project-level environmental inspection and audit program, that meets the requirements of ISO 14001.

Essential Job Duties:

  • Receives supervision and work assignments from the Environmental Manager.
  • Provides assistance to project and construction management in identifying and complying with project environmental procedures and in addressing environmental issues as they arise during project execution. Coordinates with and provides technical assistance to delivery package HSE Managers with regards to compliance with project-specific environmental requirements through package specific inspection programs. Provides technical support and assistance directly to construction supervision and subcontractors in planning and executing field activities in accordance with the project environmental requirements. 
  • Under the direction of the Environmental Manager, is in charge of for drafting environmental awareness training programs and inspection reports. Conducts environmental compliance inspections of project construction activities to monitor compliance with environmental requirements including contractual commitments, EIA, permits, and the project’s CESMP. Carries out audits of environmental compliance implementation by the delivery packages (compliance with contract, CESMP, EIA & EMS). Tracks environmental compliance with approved plans, laws/regulations, permits, and contract requirements

Major Responsibilities:

  • Assists execution of the environmental component of an ESH Program inclusive of technical and administrative aspects.
  • Helps prepare and implement Environmental Management Plans, associated environmental plans and procedures, and training program.
  • Provides input to Engineering, Construction, Procurement, Subcontracts, Commissioning, and other groups to assure that environmental requirements are integrated within project planning and execution.
  • Interprets environmental requirements and provides comprehensive assistance on plan preparation, risk assessment, and program execution.
  • Research moderately complex issues and regulatory requirements, performs studies and environmental assessments, and prepares documentation and reports.
  • Provides support and guidance for environmental permitting, risk assessment, audits, and reviews involving site conditions, natural resources, cultural resources, and communities.
  • Participates in emergency response and incident investigation and resolution.  Participates in meetings with customers, team members, subcontractors, permitting agencies, and other stakeholders.
  • Conducts inspections and environmental monitoring and sampling to identify risks, evaluate mitigation measures and corrective actions, and assess compliance with contract, regulatory, project, and Bechtel requirements.
  • Provides guidance regarding environmental mitigation, permitting, sustainability concepts, and protection of environmentally sensitive areas, species, and communities.

Education and Experience Requirements:

Requires a bachelor’s degree (or international equivalent) related to environmental sciences, field biology, or natural resources and 5-8 years of relevant experience or 9-12 years of relevant work experience.

Required Knowledge and Skills:

  • Advanced knowledge in the field of environmental engineering, or related discipline.
  • Knowledge of environmental management, mitigation and monitoring in the construction industry.
  • Knowledge of engineering and construction systems, methods, and work processes.
  • Knowledge of hazardous materials and waste management, erosion and sediment control methods, and habitat restoration techniques.
  • Experience of implementing 3rd Party verified ISO 14001 EMS on a major infrastructure project.
  • Must be able to work overtime and adapt to changing work schedules.
  • Adaptable and able to work outdoors in a field environment under various project sites and weather conditions.
  • Skilled in oral and written communication.
