Job Summary:
Reporting to the Technical Director, you will lead a team of multi-disciplinary technical specialists to interpret, organize, execute, and coordinate the engineering and technical aspects of design works.
You will lead and be accountable for the performance of the customer’s appointed Design Consultants in the delivery of the infrastructure design in accordance with budgetary, schedule and quality requirements.
Additionally, you will establish and maintain the Engineering Programme Management plans and procedures, ensure compliance with the Customer’s project governance requirements, ensure that the technical design deliverables comply with the Customer’s requirements, stakeholders’ requirements, local and international building code requirements and deputise for the Technical Director, when required, as the primary Delivery Partner representative on technical matters to the Customer. You will coordinate and collaborate with the Terminal Delivery Directors and their Project Engineering teams.
Major Responsibilities:
- Plans, develops, directs, and participates in the day-to-day Mechanical, Electrical and Plumbing (MEP) engineering activity on medium to large sized complex projects that require very major Mechanical, Electrical and Plumbing (MEP) engineering effort, or may be assigned responsibility for multiple smaller projects within a global business unit utilizing relevant Engineering Department Procedures (EDPs), design standards and guides, and Bechtel Standard Application Programs (BSAPs)
- Maintains contact with other disciplines to ensure the coordination of the work within the project(s) and compliance with Bechtel/client requirements
- When directed, coordinates with client representatives to obtain their approval of Mechanical, Electrical and Plumbing (MEP) aspects of the work
- Possesses full technical responsibility for interpreting, organizing, executing, and coordinating the delivery of the airport terminal design.
- Establish and maintain a high-quality multi-discipline team of engineering specialists and provide overall leadership, direction and motivation.
- Establish and maintain Engineering Management Plans & Procedures.
- Ensure compliance with the Customer’s project governance procedures & requirements.
- Establish and maintain robust engineering progress and performance measurement processes & reports.
- Lead the review of design deliverables, including constructability, value engineering and safety in design considerations.
- Coordinate with Project Stakeholders and undertake presentations as required, including Stage Gate Reviews.
- Management and accountability for the timely delivery of all design submissions.
- Provide input to and own the engineering elements of a project capital estimate (proposals and execution) quantities and budgets.
- Review major changes or deviations in project scope, project material quantities, budget or schedule, and assists particularly with defining the change, obtaining accurate estimates of the hours involved, and notifying trends in accordance with Project Change Control procedures.
- Ensure engineering coordination efforts with Project Manager, Procurement/Contracts, Construction, Startup, Environmental Safety and Health (ES&H) and Project Controls.
- Direct the preparation of project studies, reports, forecasts, special engineering reports as required.
Education and Experience Requirements:
- Requires bachelor's or master's degree (or international equivalent) and 15 to 20 years of relevant experience.
Required Knowledge and Skills:
- Strong varied experience in creating, developing and leading teams.
- Strong organizational, communication, and interpersonal relationship skills at varying levels of the organization.
- Ability to work effectively under pressure with changing priorities and deadlines
- Demonstrated ability to effectively influence outcomes and escalate issues appropriately.
- Must be a self-starter and highly motivated to succeed.
- Demonstrated skill in identifying, analyzing and solving problems

- Previous, related, working experience in the middle east is highly preferred.
- Previous experience and expert knowledge of KSA labor laws and working practices and requirements is highly preferred.
- Experience of working within a multicultural, highly diverse team environment is essential.
- Desirable: understanding of current innovations in MEP design, including applications of AI.
- Desirable: understanding of airline industry and international regulatory codes, standards and design criteria relating to MEP design.
- Possesses working knowledge and production ability with computer-aided drafting software, such as AutoCAD and Revit.
- Possesses a working knowledge of BIM processes, including experience designing projects in BIM platforms, particularly Revit and Navisworks.
