Bechtel is seeking a Downstream Professional to join the Jubail, SA team. In the Downstream Specialist role, you will have an opportunity to work alongside a dynamic team of industry professional across the globe to support the Team.

 

The Downstream Professional shall have to provide all related services in the domain of “Industrial/automotive spare parts clusters, Metals & Minerals Cluster” in order to enhance the clustering potential, maximizing the realization of investments in Royal Commission Cities thereby achieving complete value chain of “spare parts cluster” utilizing the in-house metals and minerals and supporting Royal Commission to achieve excellence in the comprehensive management of all related services that promote “spare parts clusters” in RC Cities.

 

Job Responsibilities:

 

  • Playing supportive roles in the Implementation of strategy in compliance with policies objectives, procedures and achieving goals and supporting in their evolutionary development as needed such that the spare parts clustering/Metal and Minerals downstream potential is maximized.
  • Oversees the implementation of operations plans, policies, procedures and transition/migration plan and playing supportive roles in enhancing the overall city attractiveness and promotion the investments in spare parts/Metals and Minerals downstream and allied disciplines.

 

Budgeting and Control:

 

  • Assists in development and implementation of business plans while ensuring to work within defined budget parameters. Monitors costs and resources in day-to-day activities.
  • Playing supportive, assisting roles in making budgets.

 

Operational Tasks:

 

  • Liaises with various Divisions and Department in promoting and managing spare parts/Metals and Minerals downstream clusters and related business plan development opportunities.
  • Performs supportive roles in making situation analysis to determine spare parts / Metal and Minerals Downstream cluster opportunities and threats in the process of achieving clustering targets aimed at reducing the CAPEX and OPEX for the tenants in the spare parts / Metal and Minerals Downstream sector.
  • Conduct the assessment of spare parts opportunities in the RC-Industrial Cities to promote and build out the spare parts / Metal and Minerals Downstream programs.
  • Identifies and develops business cases for new city or city expansion in alignment with the RC Strategy with respect to spare parts / Metal and Minerals Downstream sector.
  • Provides the needed specialist insight during the implementation of new operations plans, policies, procedures and transition/migration plans while ensuring they are consistent with the overall goals and objectives of RC.
  • Analyzing the current situation of spare parts cluster opportunities (SWOT analysis) in RC-cities, finding out the missing cluster components and assisting the department in realizing the missing components that would further promote spare parts / Metal and Minerals Downstream clustering in RC Cities.
  • Carry out market, technical and economic assessment studies in order to identify new spare parts / Metal and Minerals Downstream cluster opportunities suitable for RC-Cities.
  • Identify and develop the expansion work in existing RC Industrial Cities and opportunities to establish new industrial cities to achieve the strategic objectives of the Royal Commission.
  • Analyze current roles played by stakeholders within spare parts clusters and review the potential stakeholders to play a role in executing action plans designed to mitigate risks and challenges within spare parts / Metal and Minerals Downstream clusters.
  • Provide the needed specialist insight towards the development of action plans to address the identified challenges within existing spare clusters (such as manpower shortages, technological challenges) Propose to the Director potential stakeholders who can act to rectify deviations, identify their roles, and develop action plans for proposal accordingly.
  • Review legal and regulatory compliance changes, coordinate with the concerned parties and develop reports detailing the expected impact with respect to spare parts / Metal and Minerals Downstream clusters.
  • Coordinate with spare parts industries/investors within clusters in order to obtain information regarding legal legislative and regulatory requirements and provide the Director with information accordingly.
  • Oversee the implementation of cluster operation plans, policies, procedures and transition/mitigation plans.
  • Conduct research on current spare parts clusters performance and requirements, analyze findings and provide the necessary support with information needed for the development of future plans.
  • Provide necessary consultation during the implementation phase of the new operations plans, policies and procedures, which are in transition to ensure that they are consistent with the goals and objectives of the Royal Commission with respect to spare parts / Metal and Minerals Downstream sector.
  • Analyze the technological performance of spare part clusters from a technical standpoint, identify potential for synergies, and prepare required reports.
  • Assist in other spare parts / Metal and Minerals Downstream related works, special projects required by Royal Commission.

 

Basic Qualifications:

 

  • Bachelor’s degree in Mechanical/Industrial/Mining engineering.
  • Minimum of 10-15 years’ experience Downstream projects. 
  • 8 Years of experience in the field of spare parts, Metals/Minerals/Mining industrial operations.
  • Knowledge of global spare parts/Metals and Minerals downstream sector, industrial trends and their effect on economics within the region.
  • Strong background in the enablers, cluster specific utilities and infrastructure for spare parts clusters and Metal Downstream industries

 

Basic Behavioral:

 

  • Time Management, communication and interpersonal skills.
  • Relevant computer proficiency, experience in using MS Office tools.
  • Skill in oral and written communication. Competent knowledge in English (Spoken and Written)
