Project Overview:

Expo 2030 Riyadh is a global platform where countries, organizations, and individuals will come together to collaborate. Under the theme “Foresight for Tomorrow,” the Expo promotes sustainable development, innovation, and transformative thinking. The event will be held from October 2030 to March 2031 and is expected to welcome over 40 million visits.
The 6 km² Masterplan outlines a comprehensive framework for participation and infrastructure at the Expo. The exhibition space, totaling 491,100 m² GFA, can accommodate up to 197 participating countries and 29 international organizations. Working collaboratively with our customer, Expo 2030 Riyadh Company (ERC), Bechtel will manage the infrastructure program which comprises early works, utilities, and publicly accessible spaces like streets and parks. Our scope on the six-square-kilometer site will transition into a mixed-use legacy development to serve the community after the six-month event is over. The project’s master plan leverages international sustainability standards for urban afforestation, treated water, and energy sources. .

Job Summary:

The Design Manager will be responsible for the oversight of all transportation design efforts for the strategic planning, coordination, of mobility solutions for EXPO 2030 site. This role overseas the seamless integration of the EXPO site with Riyadh’s Road and mobility infrastructure while also leading the planning of sustainable, efficient, and future-forward internal mobility systems within the EXPO site.

The Design Manager is responsible for interpreting, organizing, executing, monitoring and coordinating all the design processes and Engineering inputs to Contracts and Construction processes for all Contracts related to major temporary and permanent road works across Expo project including its interfaces.

This role involves coordinating with cross-functional teams, managing timelines and budgets, and ensuring that design deliverables meet quality standards and client expectations.

Performs duties with a high degree of latitude, exercising independent judgment and reason. Receives technical and operational direction from the Technical Director. Provides technical and administrative guidance to the contractors and others, as assigned.

Contacts are with members of project management, contractors, construction & field personnel, client representatives and functional departments to ensure disciplined guidance and direction are provided.

Major Responsibilities:

Strategic Integration & Planning

  • Lead and manage the integration of the EXPO 2030 site with Riyadh’s citywide road and mobility networks.
  • Coordinate with municipal authorities, transport ministries, and planning consultants to align EXPO plans with city mobility strategies and policies.
  • Ensure connectivity between EXPO site and key transport hubs (airports, metro stations, major highways).

 

Design Management

  • Oversee the development of transportation and mobility design packages across all project phases.
  • Manage the design of roads, pedestrian pathways, transit routes, intermodal hubs, and parking infrastructure within the EXPO site.
  • Ensure compliance with local and international mobility standards, safety regulations, and universal accessibility principles.
  • Take ownership of all allocated temporary and permanent road design and/or execution contracts.
  • Prepares procurement and subcontract requisition documents and performs associated technical bid evaluations with award recommendations.
  • Work with the cost team to prepare cost estimates for all allocated Contracts or Work Orders.
  • Coordinates engineering activities for the project or assigned portion to ensure scope and schedule requirements are met.
  • Communicates complex technical issues and recommends solutions to client, project and functional management as directed and as appropriate.

 

Internal Mobility Solutions

  • Plan and guide the implementation of internal mobility solutions, including electric shuttles, autonomous vehicles, pedestrian and cycling infrastructure.
  • Incorporate smart mobility systems, wayfinding strategies, and visitor-centric transport experiences into the EXPO design.

 

Stakeholder Management

  • Liaise with multi-disciplinary teams, including client team, designers, neighboring stakeholders, and government authorities.
  • Act as the main point of contact for transportation-related coordination with local government entities, consultants, and contractors.
  • Prepare and present reports, design updates, and strategic transport briefs to senior leadership and stakeholders.

 

Risk, Budget & Timeline Management

  • Monitor progress against the transportation design schedule, deliverables, and cost targets.
  • Identify design and planning risks and implement mitigation strategies.
  • Ensure timely approvals and alignment of design milestones with the overall project delivery schedule.

Education and Experience Requirements:

  • Requires a bachelor's degree in Transportation/Civil Engineering or higher and a minimum of 15 years of relevant experience.
  • Evidence of direct experience in design and execution of roads and highways, including bridges

Required Knowledge and Skills:

  • Knowledge of Roads design (alignments, geometry, cross section, guide rail, traffic control etc.),
  • Grade separated junctions, Signalized junctions, Road restraint systems, Traffic signs, road markings and AASHTO Pavement design.
  • Knowledge of Road Safety Audits requirements and Traffic Impact Study.
  • Experience in design-build and design-bid-build procurement with contractors and consultants.
  • Familiar with industry standards and codes and demonstrated ability to understand and adapt industry standard design procedures.
  • Understanding of the roles played by other departments on projects including basic construction practices and the economics involved.
  • Proficient knowledge of project engineering processes and procedures.
  • Knowledge of Engineering software applications as related to the pavement design and other roads design aspects.
  • Familiarity with Quality Management Systems based on ISO:9001 standards as applied to engineering design.
  • Multi-tasking co-ordination skill while executing complex and challenging project /program execution.
  • Strong English language communication and report writing skills.
