Dashboard Cost Lead (International Assignment)

The Monitoring and Evaluation Cost Lead mandate is to assist further enhancements to the Dashboard development and also supports reviews of the Dashboard entity data for deviations and to identify projects with declining performance for further reviews.  The Cost Lead will have a broad knowledge of Project Controls both in engineering/design and construction. The Cost Lead will also be knowledgeable in forensic cost reviews and audits. 




  • Work with Entities/Projects on the implementation and use of the dashboard.
  • Reviews Project Summary Report (PSR) and Mashroat Dashboard data monthly for deviations and identifies projects with declining performance.
  • Assist with training and development of Entity and Project personnel as related to the Dashboard.
  • Performs project reviews as required to ensure quality of data and compliance with Dashboard Reporting
  • Prepare and conduct audits for Entities, and major projects as required.
  • Provides supervision for M&E cost engineers, and analysts producing the Royal Court Report and Dashboard.
  • Supports training program with Entities including Kick-off Meetings, Workshops and Mashroat University module.
  • Provides recommendations for continued enhancements to Dashboard, key metrics and benchmarks.
  • Review high-level summary reports for Entity and Mashroat. Identify areas of concern and issues to be followed up to insure accurate reporting. Meet with Entity MI Managers for reviews and training to insure accuracy of reporting.




  • Experience and a Middle East cultural understanding of project management.
  • Broad knowledge of Project Controls principles/tools and their application to engineering, procurement, construction, testing, operations, and handover.
  • Experience in Financial Reporting and understanding of key performance indicators for project performance.
  • Knowledge of the application of corrective actions to reconcile nonconforming conditions.
  • Excellent in verbal and written communications in English and Arabic. Can present in Arabic or English.
  • Proficiency in providing direction and on the job training to assigned personnel.
  • Proficiency in managing financial performance and making recommendations for management follow-up actions.
  • Proficiency in the use of applicable computer programs, especially Excel, Word, Power Point and Power BI.




  • Bachelor’s degree in Engineering from an accredited university.
  • Diverse work experience in engineering, procurement, and construction.
  • Minimum 13 years’ professional experience including as Project Controls Cost Lead on a large-scale EPC Project.
