Project Overview:
Expo 2030 Riyadh is a global platform where countries, organizations, and individuals will come together to collaborate. Under the theme “Foresight for Tomorrow,” the Expo promotes sustainable development, innovation, and transformative thinking. The event will be held from October 2030 to March 2031 and is expected to welcome over 40 million visits.
The 6 km² Masterplan outlines a comprehensive framework for participation and infrastructure at the Expo. The exhibition space, totaling 491,100 m² GFA, can accommodate up to 197 participating countries and 29 international organizations. Working collaboratively with our customer, Expo 2030 Riyadh Company (ERC), Bechtel will manage the infrastructure program which comprises early works, utilities, and publicly accessible spaces like streets and parks. Our scope on the six-square-kilometer site will transition into a mixed-use legacy development to serve the community after the six-month event is over. The project’s master plan leverages international sustainability standards for urban afforestation, treated water, and energy sources.
Job Summary:
NOTE: This position is a prospective position only at this stage and subject to customer approval for inclusion of the position in the staffing plan.
Manages and performs all activities associated with formation, tendering, award and administration of contracts packages for the Expo 2030 program. Activities may include delivery of critical items required from initial project set-up, through defining and developing a team, establishing coordinated procedures and controls, and management of team(s) with accountability for work product to project milestones, quality and safety standards.

Major Responsibilities:
Pre-Award:
Develops and issues contracts and other agreements as assigned by performing the following:
- In accordance with procedures, forming and issuing tender packages, tracking and closing queries, receiving and evaluating proposals, and supporting recommendations for award by Customer.
- Prepares and organizes meetings/workshops, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the client, and contractor on all contractual matters.
- Prepares contract documents for execution by Customer’s team.
- Prepares and maintains control and status reporting documents.
- Prepares pre-award reports, presentations and other programmatic documents in support of Expo’s vision.
- Performs other pre-award duties as required.
Major Responsibilities:
Post-Award:
- The implementation of the Contract & Commercial Management Procedures for the administration of the Contract.
- The review of Contract general terms and conditions to identify and monitor areas of risk, ambiguities, conflicts or deviations from the scope of work and the actions required.
- The development and management of appropriate mechanisms to monitor compliance with contract terms and conditions.
- Identification and resolution of Contract claims as they develop, including engagement of legal support where necessary.
- Obtaining all contract deliverables for timely work handover and close-out of contracts.
- Prepares post-award reports, presentations and other programmatic documents in support of the project’s vision.
- Performs other post-award duties as required.
Education and Experience Requirements:
- Degree in Engineering, Business, Law, Quantity Surveying or other relevant discipline.
- Minimum 15 years of commercial experience.
- Demonstrated experience carrying out contract formation and / or administration activities encompassing all the job description duties.
Required Knowledge and Skills:
Experience in Commercial or Contracts Management on complex programs of work, especially infrastructure projects.
- Customer focus
- Possess Excellent Inter-personnel Communication skills
- Experience in Middle East / Saudi Arabia preferred
- Fluent in writing & speaking English language; Arabic Language skills desirable
- Experience and completion of courses in pricing, contract law, contract drafting, contract administration and negotiation of change orders, effective correspondence, planning and scheduling.
- Demonstrated experience in drafting contractual letters, refuting Claims, Decision making and Resolution of Disputes.
- Experienced in communicating with and working within a diverse team.
