Bechtel is seeking a Contracts Professional to join the Riyadh, SA team. In the Contracts Manager role, you will have an opportunity to work alongside a dynamic team of industry professional across the globe to support the Team.

The Mashroat Contract Manager is responsible to provide contracts support to entities in the areas of Prime Contract Management, Contract Formation and Administration. Support includes the development of various contract templates for Entities use.

 

Project Summary:

 

The National Project and O&M Management Organization (NPMO) was created by the government of Saudi Arabia to oversee capital expenditure on infrastructure programs across the Kingdom.  The NPMO will achieve its mandate, through:

 

  • Align: Develop and Deploy “International Best Practice” processes and procedures covering full cycle of project execution – from Project Initial Planning to Project Handover.
  • Enable: Restructure the Projects Delivery Division of the government Entity and raise its capability by using external Engineering Management and Project Management capabilities and training on technical Project Management disciplines
  • Support & Evaluate: Introduce transparency and accountability as “way of life” for all stakeholders involved in government infrastructure programs by setting-up a central Control and Monitoring Office.

 

 

Job Responsibilities:

 

  • Develop Invitation to Tender to Tender (ITT) templates for engaging of a Project Management Consultant; Engineering Companies; General Construction Companies and an Enterprise Content Management Company.
  • Continually update and enhance all ITT templates as additional information becomes available and to align with current laws and strategies.
  • Tailor the generic templates to meet the requirement of specific Entities.
  • Participate in Prime Contract Formation as required.
  • Guide and instruct Entities on the use of the Mashroat Project White Book.
  • Provide on-going support to the Mashroat Enablement team to ensure support through-out the tendering process.
  • Assist Entities is establishing a Project Change Order Procedure, incorporating the Pending Item Program, to provide a methodology to identify changes, quantify the additional time and compensation per the contract, define approval requirements and communicate changes to the Contractor;
  • Coordinate with other project team members to identify actions or inaction’s which potentially could result in constructive contract changes. 
  • Manage the working relationship with Mashroat Legal and Risk Management to ensure that contracts contain appropriate flow down from the Contracts and Procurement regulations, such as the Saudi Procurement Law.
  • Participate in project related meetings, work closely with all functional departments.
  • Ensure Entities are aware of all project activities that may affect the prime contract;
  • Take appropriate actions to protect Mashroat’s interest and/or improve project performance;
  • Assist the Entities in the development of a program to identify and prepare claims as they arise and coordinate the efforts to negotiate and resolve claims with the Claims Group and Legal Department;
  • Assist Entities in ensuring contract insurance provisions are adhered to and coordinate with Risk Management personnel regarding occurrences that may be covered.
  • Manage the handling of the prime contract closeout requirements;
  • Assist Entities in managing personnel assigned to the EPMO’s Contracts organization;
  • Coordinate the development and delivery of ongoing EPMO training to address prime contract management principles, contract formation and administration, and identification, preparation, and resolution of claims;

 

Basic Qualifications:

 

  • Degree in Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering or equivalent experience.
  • Previous experience in contract formation and/or administration of a medium to large project.

 

Basic Behavioral:

 

  • Experience or courses in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling
  • Thorough knowledge of prime contract administration procedures and documents relating to a Project Management Consultant project
  • Working knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, government contracting policies, procedures and work practices
  • Possesses extensive knowledge of commercial management functions.
