Job Summary:
Highly experienced in managing commercial and contracts functions for major programs from inception through completion. Major scope elements include development of the program contracting strategy, contract formation and administration, claims, and management of the prime contract. Manages the sourcing, proposing and onboarding candidates. Functional development of staff through training and mentoring. Manages contracts staff assigned to program. Maintains significant proactive engagement with program management, customer, and internal and external stakeholders to enable successful alignment on systems, processes, procedures, and critical program activities.
Major Responsibilities:
- Provides support and guidance to the program in the management of the prime contract; works with the program to identify the prime contract baseline, project opportunities and risks, and to develop a risk mitigation plan.
- Participates in program related meetings, works closely with all functions and reviews project financial data.
- Ensuring awareness of all program activities that may affect the prime contract.
- Identifying opportunities for revenue enhancement, schedule relief and claim avoidance.
- Taking appropriate actions to protect Bechtel’s interests and or improve program performance.
- Ensuring compliance with prime contract terms and conditions
- Directly performs or participates in the preparation and negotiation of changes to the baseline contract as well as the resolution of constructive changes with respect to additional compensation and time.
Contract Formation:
- Reviews, implements, and or suggests revisions to the Customer’s program formation procedures and processes.
- Manages and performs contract formation activities from initial planning through administration.
- Develops and implements the program contracting strategy and associated procurement (formation) execution strategies.
- Oversees, performs and or reviews the contractual documents and approves the same for customer review.
- Prepares, maintains and or manages the control and status reporting documents for formation.
Contract Administration:
- Reviews, implements, authors, and or suggests revisions to the Customer’s program administration procedures and processes.
- Reviews and suggests revisions to the contract general terms and conditions to identify and monitor areas of risk, ambiguities, conflicts or deviations from the requirements.
- Develops, reviews, implements and or manages appropriate mechanisms to monitor compliance with contract terms and conditions.
- Conducts identification, administration, management and resolution of contract claims as they develop, including engagement of Bechtel Corporate Legal, as necessary.
Education and Experience Requirements:
Requires bachelor's or master's degree (or international equivalent) and 20+ years of relevant experience or 25+ years of relevant work experience
Required Knowledge and Skills:
- Provides for adherence to contract insurance provisions and coordinates with the Risk Management Department on any occurrences covered by the Customer or Bechtel provided insurance.
- Directly performs or participates in the management of Bechtel’s contractual and commercial interests in connection with the program.
- Develops a program to identify and prepare claims as they develop directing the efforts to negotiate and resolve claims in coordination with the Bechtel Claims Group and Legal Department.
- Fluency in English, oral and written.
- Thorough knowledge of contract formation and administration.
- Demonstrated leadership and teamwork capabilities suitable for managing a workforce of many nationalities and backgrounds.
- Extensive skill in working and informing effectively, both orally and in writing, with internal and external customers and stakeholders.
- Experience in the Middle East and especially Saudi Arabia.
