Project Overview:
Bechtel has been involved over the last 80 years in some of the world’s busiest and most complex airport projects, including Greenfield and Brownfield developments. In the GCC, we have held significant roles on King Khalid, King Fahad, Dubai, Hamad, and Muscat international airports.
Saudi Arabian Bechtel Company has been appointed to provide project management consultancy services (including technical, commercial, and construction management) for the development of a state of the art international airport in the city of Riyadh, Kingdom of Saudi Arabia. King Salman International Airport will have a capacity of up to 120 million travellers by 2030 and 185 million travellers by 2050, and the capacity to process up to 3.5 million tons of cargo by 2050. Bechtel will provide PMC services for three new terminals; Terminal 6 is a new build ‘low cost carrier’ – hyper efficient terminal with gross floor area of ≈450,000m2, capacity of 20mppa; Iconic Terminal is a new build ‘new concept’ terminal with gross floor area of ≈ 1M m2, capacity of 40 to 45 mppa, and Private Aviation Terminal and hangars for VIPs and business jet passengers.
Job Summary:
Perform and supervise all activities associated with claims. Significant proactive engagement is required with the project delivery teams, other departments, and the Customer to enable successful alignment on claims, processes, procedures and the critical activities for project success. Also, performs other duties as assigned.
Major Responsibilities:
• Provide analysis and evaluation of claims.
• Perform evaluation of both contractual and legal entitlement.
• Identify, collect, and evaluate relevant facts and records.
• Collate related information and provide analysis based on facts, records, and contract requirements.
• Prepare, perform, brief, and advise strategies for claim resolution, defenses, and counterclaims.
• Prepare reports, presentations and recommendations related to claims.
• Interface with delay analysis process for all planning and time elements of claims.
• Advise and perform appropriate methods of delay and program analysis including evaluation of quantum.
• Provide substantiation and advice related to claims.
• Produce well-written, concise reports and letters, with minimal revisions required.
• Provide appropriate advice, presentations, recommendations and support to the Commercial Team regarding all claims.
• Undertake audits of contractor’s applications, certifications, variations, and claims.
• Adhere to and maintain familiarity with any Customer procedures regarding items such as Contract Administration, Claims Management, and Employer’s Claims.
• Provide independent conclusions and recommendations, manage claims, ensuring that factual and robust contractual and commercial input is considered.
• Work closely with the Senior Contract Manager, Commercial Managers and the Customer’s Commercial Team to identify and ensure exposure is correctly diagnosed, accurately reported, and where appropriate, effectively mitigated.
Education and Experience Requirements:
• Degree in business, construction or legal or related discipline.
• Minimum 15 years of experience in contracts including claims and dispute administration and or commercial management and a minimum of 10 years in managing claims on major infrastructure projects.
• Extensive experience working on mega infrastructure projects, especially within customer organizations (PMC).
• Extensive experience working with FIDIC and bespoke contracts.
• Middle East experience, especially within the Kingdom of Saudi Arabia.
Required Knowledge and Skills:
• Recognized as advanced contributor with specialized skill set.
• Considered subject matter expert within discipline.
• Ability to engage with the Customer to develop and align claims strategy, methods and controls.
• Capable of leading and providing guidance to effectively resolve change events and claims fairly.
• Preferred - Experience in preparing Engineer's Determinations under FIDIC contracts.
• Fluency in reading, writing and spoken English.
