Civil Works JV Metro Operations and Maintenance Engineer

The BACS consortium is responsible for the design and build of Lines 1 and 2 of the Riyadh metro network. These two lines will form part of the six-line metro system that will run for a total length of 176 kilometers across the city and includes 85 stations.

The scope of work on Lines 1 and 2 encompasses detailed structural, architectural and transit system design together with construction, testing, and commissioning of works.  Our scope also includes the procurement of all products and materials necessary to support project delivery. We are fully responsible for the design and integration of the transit systems and the civil infrastructure. Working from the Employers Requirements, the BACS consortium will manufacture, furnish, install, test and commission all components related to both the transit systems and the civil infrastructure.


Line 1 stretches from north to south through the centre of Riyadh, along the Olaya-Batha corridor, covering 38 kilometers. The line includes 22 stations and 4 transfer stations where it will connect with other new metro lines.   Much of Line 1 will be underground. Line 2 runs east to west along King Abdullah Road and will be built mostly at grade (15km) with some elevated sections. This line extends more than 25 kilometers with 13 stations and 3 transfer stations.


Job Summary:

Reporting to the Civil Works Joint Venture (CWJV) Lead Maintenance Engineer, the position holder will work with a dedicated team who are preparing the maintenance plans and manuals for each of the CWJV asset types (e.g. stations, depots, tunnels, viaducts). These documents primarily consist of Civil/Architectural and MEPF elements.

The holder will take a hands-on role in leading the planning, development and delivery of the other related operations & maintenance deliverables within the scope of the CWJV’s work. The work will require coordination with the other RMP Consortia, direct interface with the Employer, Transit Systems (Siemens), design teams and implementation / installation subcontractors & equipment suppliers.

The work will also encompass the review of documentation from selected subcontracted designers & suppliers who have input to the JV’s O&M documentation and Original Equipment Manufacturer (OEM) Manuals / technical documentation.


Position Duties/Responsibilities:

  • Work closely with the JV’s System Safety, RAM, Fire and Life Safety team’s, MEPF and Transit Systems to develop Operational & Maintenance Plans and Manuals.
  • Provide O&M expertise to achieve set deliverables, ensuring coordination with functional teams (both internal & external) to cover O&M task interfaces to support delivery of the O&M Plan and associated deliverables.
  • Coordinate the subcontractor’s development and delivery of the system, subsystem and component level O&M technical documentation including; Maintenance Plans, Maintenance Manuals, Capital Asset Replacement Plans, Tools Reports, Spare Parts reports, System User Manuals. troubleshooting guides, corrective & preventive action procedures, special tools user manuals, storage & handling manuals, illustrated parts catalogues and spares holding.
  • Provide input to engineering deliverables that impact implementation of CWJV’s O&M plans and procedures.
  • Review adherence to the BACS Contract, relevant legislation, regulations and directives from relevant authorities in relation to safe operation and maintenance of the Metro.
  • Provide input to maintenance occupational safety risk assessments.
  • Identify and assist in managing non-compliances to Employer (Contract) Requirements or standards.
  • Provide O&M input to BACS Failure Reporting Analysis and Corrective Action System (FRACAS) delay attribution processes during the Implementation phase of the project.


Key Outputs:

Prepare Plans and Procedures to support the Operation and Maintenance activities for the Riyadh Metro, including:

  • O&M Plans / Manuals / Submissions for all asset type and support Engineering  where required.
  • Maintenance and Work Order Workflows. Planning of workflows and submissions to RMTC from Civils and architecture and MEPF teams, Managing CRS updates, to conclude all document submissions to code A.
  • Provide advice on all submissions to be incorporated into the final technical database as part of the system handover to the client.
  • Within the JV’s scope ensure consistency and standardization of approach across Metro.
  • Provide input to relevant Testing & Commissioning planning and handover of O&M.
  • Perform and carry out other duties as instructed / directed by the CWJV Ops, Maintenance &Training Manager & Engineer.
  • Produce reports where required to support the O&M submissions and support the consolidation of all information into reports for the handover to the O&M Entity.


Position Skills & Experience:

  • Proven track record in mainline or metro operations & maintenance.
  • Substantial maintenance management and/or planning on major mainline rail or metro project(s).
  • Understanding of railway/metro or similar operational regimes and related Maintenance / Asset Management tools / systems (i.e. Maximo).
  • Employer / Stakeholder interface experience and engagement with contractors and subcontractors.
  • Extensive and comprehensive experience in an MEP operations & maintenance       environment.
  • Excellent organization skills.
  • Ability to negotiate with and influence stakeholders.
  • Must be a highly skilled communicator and able to build rapport easily.
  • Capable of working independently.


  • Mechanical or Electrical Engineering Bachelor’s Degree or equivalent industry related qualification (diploma) or experience.
  • Membership of relevant engineering institution (desirable).
