Bechtel is seeking a Capital Professional to join the Jubail, SA team. In the Capital Administration Specialist role, you will have an opportunity to work alongside a dynamic team of industry professional across the globe to support the Team.

The professional shall have to provide all related services with respect to Capital Administration including managing, overseeing, reviewing, consolidating and administration of capital projects’ budgets across Royal Commission and other related services in coordination with the RC Cities such that the vision, mission and strategic goals are achieved and sustained.+


Job Responsibilities:


  • Oversees the implementation of operations plans, policies, procedures and transition migration plans.
  • Implementation of department polices, goals, objectives and procedures and support in their development as needed.
  • Playing key supportive role with economic planning department according to the strategic vision and objectives, cluster development, cluster management, optimization of resource utilization and other related services and ensuring successful implementation of corporate strategy.


Budgeting and Control:


  • Monitors costs and resources in day-to-day activities.
  • Holds responsibility for section’s staffing and budgeting projections.


Operational Tasks:


  • Analyzes cluster development feasibility studies to use them as a basis for future cluster economic planning and achieving maximum optimization of capital involved.
  • Conducts economic analysis of potential cluster opportunities in coordination with Economic Planning departmental activities.
  • Reviews situational analysis to determine strategic opportunities and threats to the achievement the RC strategic direction and managing capital accordingly.
  • Reviews and Administer capital project budgets for large/risky/cross-city projects.
  • Monitors summary budget for large/risky/cross-city projects.
  • Short and long-term capital planning. Leads in the preparation and review of the cities capital plans that optimizes the mix to RC of value-added projects, is aligned with RC’s longer term-strategic plan and meets initial financial hurdles that can be further developed upon detailed capital project review.
  • Working with Economic Planning, Strategic Planning and Investment promotion department in the following exercises:


  1. Develop Detailed cluster requirements approach to facilitate the development of various clusters across the cities such that RC cities attractiveness gest enhance
  2. Conduct cluster development feasibility studies to use them as a basis for future cluster economic planning.
  3. Identify best industrial cluster concept and community concept (E.g. needed numbers/quality/types of community facilities as in hospitals and schools. To support increate City attractiveness along with revenue enhancement and parallel ensuring provision of high-quality services to the tenants at competitive prices.
  4. Coordinate with Investment Promotion to identify the organization target list and investment promotion objectives.
  5. Identify and plan optimal product and service portfolio for each business unit to maximize synergies and promote clustering such that CAPEX and OPEX for the tenants get reduced.
  6. Provide the needed specialist insight during the implementation of new operations planes, policies, procedures and transition/migration plans while ensuring they are consistent with the overall goals and objectives of RC.
  7. Undertake/assist in special projects as needed and other related duties as assigned.


Basic Qualifications:


  • Bachelor’s degree in relevant field (Finance, Economics) or bachelor’s degree in a relevant engineering field.
  • Minimum of 10-15 years’ experience in economic or business roles. 
  • 8 Years of experience in the field Strategic Planning, Economic Planning, and/or Large-Scale Project Management.
  • Knowledge in budget development and implementation.
  • Knowledge in assessing performance and the formulation of Key Performance Indicators (KPIs)


 Basic Behavioral:


  • Time Management, communication and interpersonal skills.
  • Relevant computer proficiency, experience in using MS Office tools and dynamic reporting for presentations.
  • Skill in oral and written communication.
  • Competent knowledge in English (Spoken and Written)
  • Ability to provide strong, active leadership to adopt and enforce a consistent approach that nurtures a culture of creativity, innovation and empowerment.
