Bechtel and its consortium partners are excited to begin hiring the completion teams which will finalize the monumental Riyadh Metro Project (RMP), currently estimated at 94% complete. The BACS consortium, which includes Almabani General Contractors, Consolidated Contractors Company, and Siemens, is responsible for the design, construction, train cars, and signaling as well as electrification and integration of the new lines to the rest of the system. Riyadh’s population of nearly 6 million is forecast to increase to 8 million by 2030. The new metro system will meet the demands of the growing population while reducing traffic congestion and improving air quality.

Essential Job Duties:

  •  Prepares Project Controls plans and detailed internal manpower utilization plans for discipline or specialty activities.
  • Lead person in conducting the backcharge system on site including preparing the necessary estimate preparation, backcharge notifications,and coordination with Contracts, Procurement or Accounting.
  •  Maintains the Backcharge Log with updates provided by other departments. Organizes backcharge close-out paperwork after the work is reported as complete. Coordinates invoice preparation with Accounting and the invoicing to contractors by Contracts and Procurement. With Accounting, tracks the payments received from vendors or other subcontractors. Periodically chairs a meeting with Contracts, Construction and Accounting to review Backcharge status, problem areas and actions.
  • The position will also assist with the Trend proogram review and processing of Trends when required due to Trend back-up requirements and trend volume at a particular time. Position will be fully trained in the trend process and interfaces.
  • May be assisting in preparation of cost data for proposals or contract negotiations; prepares estimates of backcharge work.
  • Participates in developing and presenting training classes on designated subjects and on-the-job training programs, including the backcharge process.
  • Determines scope definition requirements for a discipline or other specialty, and works with Engineering and other sources to coordinate the production of required data to conform to the overall estimate preparation plan.
  • Performs or coordinates quantity development and verification for a discipline or specialty. Develops, or assists in the development of, quantity bases for assumption.
  • Performs, or coordinates the performance of, pricing structure development and application to takeoffs, derived quantities, quantity assumption, and cost allowances within a discipline or other specialty.
  • Develops and implements requirements for cost recording, reporting, and analyzing standards, programs, and reports. Performs performance monitoring and control functions.
  • Assists in developing specific project codes of accounts and recommends appropriate modifications and revisions. This includes training in the proper use of and definitions for the cost accounts. Maintain the backcharge code of accounts, coordinating with the Project Cost Engineer and ePCWorks operators.
  • Investigates requirements for estimating and/or cost control data for a specific discipline or other specialty applications.
  • Identifies or defines data sources and techniques for data acquisition, and collects required data for a specific discipline or other specialty applications.
  • Assists in developing unit hour and pricing data for a specific discipline or other specialty, including estimating parameters, factors, indices, productivity and craft distribution reference data, etc., based on analysis of Bechtel and industry experience. Performs data analysis, identifies problems, and makes recommendations.
  • Creates and implements measurement systems for given processes, analyzes performance metric results, and identifies improvements including the backcharge system.


Jon Knowledge:

  •  Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis, in the field and the home office.
  • Prior knowledge of backcharge procedures and systems would be a plus.
  • Knowledge in the use of computers for executing work processes. Ability to set up and monitor metrics regarding cost data and backcharges in periodic reports.
  • Knowledge of supervision, personnel administration, and training of technical and nontechnical personnel.
  • Skilled in oral and written communication. Ability to interface with cost engineers in Project Controls as well as Field Engineering, Accounting, Construction and Subcontractor personnel.
  • Knowledge of financial reporting systems and controller account codes, and an understanding of Controller instructions, which impact Project Controls
  • Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel. Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
