Project Overview:

The Ar Rjum Project comprises a green field gold project with three open pit mining operations with associated waste dumps and ore stockpile, a processing plant, tailings management facilities, and supporting infrastructure including water supply, power supply, maintenance facilities, offices, temporary and permanent accommodation village. The Project is situated within the Central Arabian Gold Region, approximately 200 km north-east of Taif towards Riyadh and about 26 km South of Al Mouwayh, which is a small town situated on the Jeddah – Riyadh highway.  

Job Summary:

Bechtel Global Logistics (BGL) is seeking a project Logistics Manager based in the project home office in Riyadh, Saudi Arabia to support the above project. The project home office –Logistics Manager will be responsible to supervise logistics personnel and manage the logistics responsibilities on project. The Logistics Manager is responsible for moderate/large sized Project, managing a moderate sized team.   This role also includes preparation of bid proposals, request for quotation, evaluation, formation and administration of Logistics Contracts for Execution stage– including managing budgets, freight estimates and producing project deliverable documentation; Project Logistics Execution Plans and Logistics Procedures for all modes of transportation.  

This is a fulltime position with possible work from home options as per our global telework policy and may require at least three days of in-person attendance per week at the assigned office or project or more.  Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with function or project leadership. 

Major Responsibilities:

•Project Logistics Manager for large sized Project, manages a moderate sized team
•Ensures that project proposal work is supported with appropriate Logistics staff and approves all Logistics proposal deliverables
•Develops and reviews logistics staffing plans and budgets
•Develops and reviews logistics execution plans and procedures
•Monitors performance of Logistics Service Providers to ensure project support
•Ensures the management and accurate completion of milestone and performance reports to satisfy project requirements
•Ensures Logistics Service Provider Services are acquired in accordance with Bechtel Supply Chain Governance
•Negotiates Logistics Service Provider agreements to maximize Bechtel’s commercial & technical interests
•Develops logistics reports, metrics, and studies for management review
•Develops, plans, conducts, or arranges training of project logistics personnel
•Performs project logistics performance reviews within the business unit to ensure project logistics team is executing according to plan & within budget
•Ensures implementation of applicable logistics process improvement initiatives
•Ensures safety requirements and measures are integrated in all logistics activities, procedures, and goals
•Interacts with project management to review logistics strategies in consideration of cost, risk, and schedule assessments
•Provides cost, transportability, service, and terms and conditions analysis as requested to assist with project proposals, materials purchases, and the selection of Logistics Service Providers
•Represents logistics at supplier/contractor kickoff meetings to review supplier delivery and Bechtel Logistics requirements contained in purchase and contract documents
•Prepares and presents Logistics Service Provider commercial bid tabs, commitment authorizations, and contract documents for approval by project and customer management
•Develops logistics costs, job hour requirements and reports for project or functional budget management.
•Oversees Logistics Service Provider performance to ensure services are carried out as contracted for and to ensure that project requirements are satisfied
•Performs domestic and international shipment responsibilities in support of project requirements to ensure the safe, timely, and economical delivery of goods to meet project requirements
•Ensures entry of shipment tracking data into Transport Management System (TMS) and other functional systems to provide shipment status visibility
•Ensures audit and processing of Logistics Service Provider invoices in accordance with project procedures
•Identifies transport cost and service alternatives to support materials/equipment purchase decisions 
•Files and resolves Logistics Service Provider claims
•Leads the preparation of logistics studies including site and Logistics Service Provider facility visits
•Interacts with project management to review logistics strategies in consideration of cost, risk, and schedule assessments
• Regularly interacts and partners with senior management or executive levels on matters concerning several functional areas, divisions, or customers
•Requires the ability to change the thinking of or gain acceptance from others in sensitive situations without damage to the relationship
•Works on issues where analysis of situations or data requires an in-depth knowledge of organizational objectives
•Implements strategic policies when selecting methods, techniques, and evaluation criteria for obtaining results
•Establishes and assures adherence to budgets, schedules, work plans, and performance requirements

Education and Experience Requirements:

  • Typically requires a bachelor's or master's degree (or international equivalent) and 13 to 15 years of relevant experience or 17 to 19 years of relevant work experience.  
  • Home, Field and deployed project experience preferred. 
  • Transport Assurance proficient knowledge- preferred. 
  • Experience with medium to large scale projects highly regarded. 

Required Knowledge and Skills:

  • Receives assignments in the form of objectives and determines how to use resources to meet schedules/goals
  • Having wide-ranging experience, uses professional concepts and company objectives to resolve complex issues in creative and effective ways
  • Provides guidance to and works collaboratively with subordinates within the latitude of established company policies
  • Recommends changes to policies and establishes procedures that affect immediate organization(s)
  • Proficient in speaking and writing English, Arabic is advantageous.
  • Knowledge of Kingdom of Saudi Arabia (country) importing and exporting formalities and processes.
  • Knowledge of and experience in multimodal transport modes – airfreight, sea freight; containerized, LCL, breakbulk, and domestic transportation – including oversize/over mass.
  • Knowledge of and experience in marine conveyance chartering
  • Knowledge of domestic and international trade and delivery terms,
  • Knowledge of industry packing, making, and shipping requirements
  • Knowledge and practical understanding of Incoterms (2020) 
  • Commercial and contractual acumen
