Project Overview:

Bechtel Parsons Blue Grass is the systems contractor selected by the Department of Defense’s Assembled Chemical Weapons Alternatives program to design, build, systemize, test, operate, and close a facility to destroy the chemical weapons stockpile at the Blue Grass Army Depot in Richmond, Kentucky. The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) will safely destroy 523 tons of mustard and nerve agent in projectiles and rockets. Neutralization is the technology selected by the Department of Defense to destroy the nerve agent, while the Explosive Destruction Technology will be used to destroy the mustard in the Blue Grass chemical weapons stockpile.

Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. The ability to obtain/maintain access to the Blue Grass Army Depot is required. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.

 

Job Summary:

In this role, you will assist Subcontract Administrators in completion of routine duties, closeout, data gathering, document preparation, presentations, and training sessions. You will prepare status reports, monitor areas of subcontract performance, and inquire on and investigate subcontract problems. Your work will contribute to efficient project execution and compliance with contractual obligations. #LI-SF1

 

Major Responsibilities:

Level 1

  • Supports one or more Subcontract professionals with moderately routine duties and closeout
  • May be assigned small-value service agreement
  • Gathers and compiles support data for the preparation of documents and the management of subcontracts 
  • Assists Subcontract Manager or Subcontract Professionals in completion of the various administrative tasks required by the Contract/Subcontract Management Guidebook, Standard Work Process Procedures, and automated subcontract management systems 
  • Organizes materials for the preparation of meetings, presentations, and training sessions and prepares periodic status reports 

Level 2

Subcontract Management

  • Acts on own initiative on assigned subcontracts of increasing value and complexity

Subcontract Formation 

  • Develops and issues subcontracts and services agreements as assigned 
  • Prepares bidders’ lists and pre-qualifies bidders 
  • Forms bid request packages and issues bid request packages to approved bidders 
  • Coordinates bidders’ questions and answers to those questions 
  • Receives bids and evaluates bids commercially 
  • Prepares Commercial Bid Summary and recommendations 
  • Recommends and secures approvals in accordance with established procedures 
  • Prepares subcontract documents for execution 
  • Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual matters 
  • After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules 

 

Education and Experience Requirements:

Level 1

  • Requires a University Hire with 1-2 years of experience or 5-6 years of relevant work experience

Level 2

  • Requires bachelor's degree (or international equivalent) and 2-5 years of relevant experience or 6-9 years of relevant work experienc

 

Required Knowledge and Skills:

  • Working knowledge of the fixed-price family of subcontracts with stated experience in subcontracts according to procurement regulations, policies and practices.
  • Demonstrated administrative and organizational skills.
  • Demonstrated oral and written communication skills.
  • Experience in developing various subcontract types and contract terms.
  • Experience in developing and recommending potential solutions to contractual problems and concerns to management.
  • Basic knowledge of Federal Acquisition Regulations (FAR).
  • Basic understanding of Federal Contracts and the flow-down of applicable clauses and requirements.
  • Working knowledge of the fixed-price family of construction and technical service type subcontracts with proven experience in change management requirements.
  • Specialized courses or experience in pricing, contract law, negotiations, accounting and subcontract administration with an emphasis on federal contracting.
  • Working knowledge of engineering/construction industry contracting practices and Bechtel policies, procedures and work practices.
  • Working knowledge of FAR and applicable Agency Supplements with emphasis on construction-type subcontracts.
  • Working understanding of federal contracts and the flow-down and enforcement of applicable clauses and requirements, such as labor laws, environmental laws, safety, security, quality matters.

 

 This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligibility to be placed in a CPRP or UAP position requires US citizenship.
