PROJECT BACKGROUND:

 

Bechtel Parsons Blue Grass is the systems contractor selected by the Department of Defense’s Assembled Chemical Weapons Alternatives program to design, build, systemize, test, operate, and close a facility to destroy the chemical weapons stockpile at the Blue Grass Army Depot in Richmond, Kentucky. The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) will safely destroy 523 tons of mustard and nerve agent in projectiles and rockets. Neutralization followed by supercritical water oxidation is the technology selected by the Department of Defense to destroy the nerve agent, while the Explosive Destruction Technology will be used to destroy the mustard in the Blue Grass chemical weapons stockpile.

 

Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject to and agree to random drug and alcohol testing as a condition of employment. The ability to obtain/maintain access to the Blue Grass Army Depot is required. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.

 

ROLE OVERVIEW: 

 

The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) is seeking an Information Security professional to fulfill a Cybersecurity System Administrator (CSA) role supporting the BGCAPP Cybersecurity program. As the subject matter expert for technical and administrative security controls, this individual will provide specialized assistance to Automation and Engineering System Administrators ensuring proper configuration of Information Systems. The CSA is responsible for supporting the Information Systems Security Officer (ISSO) and Information Assurance Manager (IAM) satisfying contractual requirements to achieve and maintain Authorization to Operate via documentation efforts and continuous monitoring techniques.

 

The successful candidate will be a great communicator and have the desire to work in a very dynamic environment while supporting changing priorities and meeting project goals. This position requires an individual with a strong work ethic and an inherent desire to continually learn and improve their technical and soft skillsets.

 

This BGAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA). The SCA requires BGCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working. 

 

This is a long-term assignment with a 4-10s schedule. The work hours are from 6:30 am – 5:00 pm. This position may require additional overtime hours as deemed necessary. BGCAPP operates on a 24/7 schedule. This position may be required to work a schedule of rotating shifts including nights, weekends, or holidays.

 

JOB DIMENSIONS:

 

Supervision Received

  • ·    Receives technical supervision from the BGCAPP IS&T Information Assurance Manager (IAM), with functional oversight from the Information Systems and Technology (IS&T) Manager.
  • Works in a supervised environment and is subject to frequent review.

  • None. May provide technical direction as appropriate to associate team members.         

 

Contacts

  • May contact other personnel in IS&T, Bechtel functions and/or projects, and selected users to gather or provide information on specialized Information Technology-related activities.
  • May liaise with vendors and equipment providers as necessary to support the project.

 

 

PRINCIPAL RESPONSIBILITIES:

  • Plans, schedules, and monitors own work within a limited time horizon, using applicable methods, procedures, tools, equipment, and standards effectively, with only occasional reference to others.
  • Responds to customers’ needs, questions, and concerns in an accurate, effective, and timely manner and expedites corrective actions.
  • Performs specific tasks while utilizing established Information Technology standards and methods.
  • Assists in preparing plans, policies, and procedures for infrastructure equipment based upon operational experience.
  • Assures that all work processes are properly tracked to support the Cybersecurity program.
  • Recognize a potential security violation, take appropriate action to report the incident to supervision
  • Support, monitor, test, and troubleshoot hardware and software Cybersecurity problems pertaining to systems under purview.
  • Apply computing environment-specific cybersecurity program requirements to identify areas of weakness.
  • Apply appropriate security controls and assess the performance of those controls as identified by supervision.
  • Conduct tests of Cybersecurity safeguards in accordance with established test plans and procedures.
  • Implement and monitor Cybersecurity safeguards for system(s) under the purview in accordance with implementation plans, policies, and procedures.
  • Analyze patterns of non-compliance and take appropriate administrative or programmatic actions to minimize security risks and insider threats.
  • Perform system audits to assess security-related factors within the systems under purview.
  • Perform Security tests and Evaluations to support system authorizations.
  • Develop and maintain Cybersecurity documentation necessary to support the authorization status of the system(s) under purview.
  • Participates in the computer incident response team efforts and investigates cybersecurity-related incidents as directed by the IAM.
  • Collaborates with cybersecurity peers on a project to identify, define and confirm key threats to information systems and other assets.

 

BASIC QUALIFICATIONS:

 

  • Certification from Preferred Certification List or capability to meet DODI 8570.01-M IAT II certification within 6 months of employment.
  • Intermediate level of understanding and applying Microsoft Office Suite of applications
  • Strong documentation skills.
  • Ability to collaborate and maintain solid working relationships with peers internal and external to the project and the NS&E organization.
  • US Citizenship Required.

 

Addendum:

 

Level 1

  • BS/BA degree in Computer Science or Information Technology from an accredited college or university and One (1) year of relevant work experience
  • In lieu of a degree, 7 years of relevant work experience is required 

 

Level 2

  • BS/BA degree in Computer Science or Information Technology from an accredited college or university and Three (3) years of relevant work experience
  • In lieu of a degree, 9 years of relevant work experience is required 

 

 

ADDITIONAL QUALIFICATIONS:

 

  • Working knowledge of infrastructure systems architecture concepts, configurations, and standards.
  • Basic knowledge of project management concepts and tools.
  • Ability to work within a Security Information and Event Management (SIEM) environment.
  • Intermediate knowledge of corporate, industry and professional standards
  • Ability to handle interactions with project customers and stakeholders in an accurate, effective, and professional manner.
  • Ability to articulate ideas and write clear and concise reports.
  • Communication and interpersonal skills that enables both independent and/or team approach to assigned technical work tasks.
  • Work as part of a collaborative team and can perform independently when required to get the job completed.
  • Capable of executing work when under strict time constraints.

BGCAPP is subject to Army Regulations (AR50-6 Chemical Surety Program and BGCA Policy 28 Unescorted Access Program) which govern persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Eligibility to be placed in a CPRP or UAP position requires US citizenship. Employees must favorably complete a series of government background screenings to include but not be limited to a National Agency Check with Local Agency Check and Credit Check (NACLC) security investigation, drug/alcohol testing, and medical examination.

 

 

 

BGCAPP operates on a 24/7 schedule. This position may be required to work a schedule of rotating shifts including nights, weekends, or holidays. All employees are subject to and agree to random drug and alcohol testing as a condition of continued employment for the duration of their assignment. Respiratory screening and the ability to wear PPE (Personal Protective Equipment) may be required for this position. The ability to obtain/maintain access to the Blue Grass Army Depot is required.
