Project Overview

Bechtel is designing, constructing, and commissioning the world’s largest radioactive-waste treatment plant for the U.S. Department of Energy (DOE) at the Hanford Site in southeastern Washington state. The Hanford Tank Waste Treatment and Immobilization Plan will use vitrification technology to process and solidify 56 million gallons (212 million liters) of radioactive and chemical waste stored at the Hanford Site, which is a byproduct of plutonium production during World War II and the Cold War era.

 

The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities - Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification, and Analytical Laboratory – as well as operations and maintenance buildings, utilities, and other support facilities.

 

Positions located at the Construction Site (22 miles north of Richland) are on a 4 x 10 schedule, M-Th, 6:30a.m. to 5 p.m. All other work locations (Richland WA and Reston VA are on a 9-80s schedule), M-F 7:00 am to 4:30 pm with alternating Fridays off. Extended hours as needed.

 

Position Overview

Administers small to large moderately complex subcontracts. Maintains a continuing review of the progress of each subcontract and provides management with information regarding any financial, legal or technical difficulties. Prepares change order and amendments, negotiates with subcontractors and customers to obtain settlement.

 

Position Responsibilities

  • Assists with implementation of the Division Responsibilities Matrix which records the Project’s agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Administration.
  • Administers assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties.
  • Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, subcontract administration and other major matters.
  • Administers simple to moderately complex contract changes by negotiating with customer personnel and obtaining settlement.
  • Represents Bechtel in simple to moderately complex contractual discussions.
  • Administers information programs to ensure mutual understanding of subcontract terms and conditions.
  • Assists with the preparation of periodic status reports for management.

 

Basic Qualifications

  • Bachelor’s degree from an accredited college or university and a minimum of 3 years progressive related experience including but not limited to Procurement preferably in an engineering, procurement, and construction environment.
  • In lieu of formal degree a minimum of 9 years of progressive related experience including but not limited to Procurement, preferably in an engineering, procurement, and construction environment.
  • Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.
  • Must be able to obtain a Department of Energy badge for access to the Hanford Site.
  • Candidates must possess the right to work and remain in the US without sponsorship.

 

Minimum Qualifications

  • Excellent written and verbal communication skills.
  • Knowledge of standard computer applications such as Microsoft Office.
  • Demonstrated administrative and organizational skills.
  • Basic knowledge of contract types, terms and legal.
  • Knowledge of law, negotiations, accounting or cost engineering gained through education or experience.
  • Basic knowledge of Federal Acquisition Regulations, and applicable Agency Supplements.
  • Basic understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.
  • Basic understanding of Cost Accounting Standards, and determination process for applicability to the work.
