Project Overview:

Join us as we make history at the Hanford Vit Plant, known as the Waste Treatment and Immobilization Plant. We are designing and building a one-of-a-kind facility that will turn radioactive and chemical waste left over from World War II and Cold War plutonium production into a form safe for disposal. Your efforts will help protect the nearby Columbia River and the communities, salmon, and wildlife along its shorelines throughout the Northwest.

 

Sitting at the confluence of the Columbia, Snake and Yakima rivers near two mountain ranges, our community provides access to year-round outdoor recreation, 300 days of sun a year, more than 200 wineries within a 50-mile radius, and the amenities of large cities just a three-hour drive (or short flight) to Seattle and Portland.

Job Summary:

Responsible for effectively and professionally conducting and coordinating the activities associated with subcontracting of services. Formulates, awards, and administers large moderately complex subcontracts. Maintains a continual review of the progress of each subcontract and provides management with information regarding any financial, legal, or technical difficulties. Negotiates with subcontractors and customers to obtain settlement and prepares change order and amendment documentation.

 

Telework Designation:

 

Part-Time Telework: This position is a full-time role that offers part-time telework flexibility in the Richland, Washington project office. Upon initial hire and onboarding, the position will require full- time presence in Richland, Washington then may offer part-time telework flexibility. This position works a 4/10 schedule, Monday through Thursday. This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership.

Major Responsibilities:

  • Performs all subcontract formation duties for assigned subcontracts (typically construction, technical or professional services), including prequalification of bidders, solicitation of proposals, proposal evaluations, source selection recommendations, negotiation of subcontract terms and pricing, conformance and finalization of agreements and subcontract issuance. 
  • Performs subcontract post-award administration duties, including change order management, contractual compliance, invoice verification, performance evaluation, closeout of subcontracts, and records retention.
  • Implement the Division Responsibilities Matrix which records the Project’s agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Administration.
  • Coordinates with engineering, construction and all other disciplines for continuity and overall program effectiveness on operational activities affecting contractual rights and obligations, subcontract performance, subcontract administration and other major matters.
  • Represents Bechtel in contractual discussions of moderate complexity.
  • Prepares periodic status reports for management.

Education and Experience Requirements:

  • Grade 25: Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience.
  • Grade 26: Requires bachelor’s degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience.

Required Knowledge and Skills:

  • Must possess the right to work and remain in the United States without Bechtel visa sponsorship now or in the future.
  • Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.
  • Must be able to obtain a Department of Energy badge for access to the Hanford Site. (Even if teleworking, must still be able to comply with security requirements to obtain a badge)
  • Non-U.S. citizens from countries identified by the Department of Energy as posing heightened security concerns—including sensitive countries, state sponsors of terrorism, countries of risk, and other designated countries—are subject to additional security requirements that limit site access.
  • Demonstrates experience in both Contract Formation and Administration.
  • Must possess a good working knowledge and understanding of subcontracting concepts, principles and practices, and the techniques of ensuring task completion, project delivery processes, and subcontractor relationship expectations.   
  • Demonstrate experience and skilled in determining contract price reasonableness.
  • Working knowledge of change management procedures pertaining to Requests for Information (RFIs), change notices, change orders, amendments, and claims negotiation and dispute resolution.
  • Excellent written and verbal communication skills.
  • Knowledge of standard computer applications such as Microsoft Office.  
  • Knowledge of different contract types (i.e., lump sum, cost reimbursable, time and material, fixed unit rate), terms and legal requirements preferred.
  • Possess the experience to review scopes of work for biddability and to determine subcontract pricing and contract type preferred.
  • Knowledge of law, negotiations, accounting, or cost engineering gained through education or experience preferred.
  • Basic knowledge of Federal Acquisition Regulations, and applicable Agency Supplements preferred.
  • Basic understanding of Governmental Contracts and the flow-down of applicable clauses and requirements preferred.
  • Basic understanding of Cost Accounting Standards, and determination process for applicability to the work preferred.
