Bechtel is designing, constructing and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington State. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.


The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities – Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities.


The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and AECOM. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project.  


This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 am to 5:00 pm (day shift) or 5:30 pm to 4:00 am (night shift).  Extended work weeks and/or extended hours may be required or authorized to support the construction schedule.       


Role Overview

As part of the Pipe Field Engineering group, this position will be responsible for a variety of construction tasks utilizing nuclear codes and standards. Responsibilities include the development of work plans, coordinating materials, performing and documenting inspections, reporting progress, and resolving conflicts in design and construction related to the installation and testing of piping commodities.


Principle roles and responsibilities may include but are not limited to:

  • Lead construction engineers in a broad range of construction engineering work within a specific engineering discipline for a particular area of the project.
  • This position requires good planning and organizational skills, ability to perform detailed inspections and the ability to produce documentation.
  • Train lower level pipe field engineers on Bechtel’s goal and the projects expectations.
  • Provide leadership in a team-based environment.
  • Responsible for the activities of assigned construction engineers.
  • Direct the preparation of material take offs for field purchased piping material and equipment.
  • Review requisitions for field purchases.
  • Support field procurement in inspection and receipt of piping and pipe support materials.
  • Review the preparation of construction drawings and schedules.
  • Assist Field Engineers and Superintendents in the interpretation of design drawings, monitor pipe commodity delivery, storage, and installation.
  • Review specifications, procedures, inspection reports, delivery schedules, vendor manuals and technical data.
  • Perform inspections and documentation of piping and pipe support installations.
  • Perform pipe system pressure tests.
  • Define the boundaries of a pressure test to be performed, identify the key elements that should be included in the pressure test plan, and identify safety hazards associated with the test.
  • Determine when temporary supports are needed for hydrostatic testing and schedule M&TE equipment as necessary.
  • Complete pressure test records accurately and in a timely fashion.
  • Coordinate with Design on constructability issues and in the resolution of design issues.
  • Coordinate with Subcontractor work efforts and interfaces with client personnel as required.
  • Interface with the Construction Automation group and Project Controls. Perform take offs from Issued For Construction drawings, provide input to the quantity tracking applications and reports weekly installed quantities to Project Controls.
  • Perform constructability reviews of engineering design, resolves issues with engineering and fabricator.
  • Work within TEAMWorks to verify accurate data from engineering and suppliers.
  • Take an active lead in promoting a safe work environment and be committed to Bechtel’s Zero Accident Program.

  • Coordinate / participate in construction completion / turnover status walk downs. Create, track, and close out punchlist items.
  • Work closely with Start-Up / operations coordinate / complete Start-Up Work Authorizations


Basic Qualifications:

  • Bachelor’s degree in and Engineering or Construction related field from an accredited University and 6 years of progressive mechanical/ piping related experience; or, in lieu of a degree, at least 12 years of progressive mechanical/ piping related experience.
  • Related experience includes, but is not limited to:
    • Working in a field construction environment interpreting specifications, procedures, and codes.
    • Understanding piping P&ID’s, isometrics drawings, pipe support drawings (engineered specific and generic “cook book”)
    • Scoping, preparation, execution, and restoration of piping pressure tests.
    • Working closely with diverse construction disciplines, craftsmen, and oversight organizations.


Minimum Qualifications:

  • Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education.  Must be able to obtain a Department of Energy badge for access to the Hanford Site.
  • Piping and pipe support installation and inspection experience.
  • Experience pressure testing of piping.
  • Strong knowledge of ASME codes and Piping Industry Standards.
  • Strong ability to read, understand and interpret piping construction drawings.
  • Strong understanding of change management and configuration control processes.
  • Understanding of welding processes.
  • Technical knowledge of a specialized engineering discipline, cost, scheduling and contracts administration relating to the construction of heavy industrial or commercial complexes.
  • Strong understanding construction / system completion walk-downs, pressure testing, punchlist management, turn over packages and routine interface with Start-Up.
  • General awareness of environmental laws. Awareness of government compliance standards.
  • Knowledge of requirements for Lock Out Tag Out for safety.
  • Computer literate in word processing, spreadsheet, and database applications in accordance with current Bechtel standards.
  • General awareness of local labor laws and issues. General knowledge of state, federal, and local contracting requirements.
  • Experience working with, supervising and administering subcontractors.
  • Work experience leading to an advanced understanding of the technical knowledge described above.


Preferred Qualifications:

  • Possess Nuclear Construction knowledge preferred.
  • Firm understanding of ASME B31.3 and ASTM Codes.
  • Familiarity with current industry quality standards.
  • Knowledge of project specific environmental compliance requirements.
  • Possess the right to work and remain in the US without sponsorship.
