Project Overview:
Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington State. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era. The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities – Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities.
Job Summary:
Supports the project by participating in internal and external cost and schedule reviews, performing cost tracking and reconciliation. In addition, this position may support long range planning efforts along with support to dedicated integrated project teams. #LI-LO1
Major Responsibilities:
- Monitors cost recording, monitoring, and reporting practices for compliance with applicable standards.
- Responsible for the development and accuracy of cost reports. Verifies consistency with previous reports to ensure compatibility and consistency.
- Responsible for cost engineering and cost analysis/control activities for projects with significant non-routine requirements or for discipline/projects/proposal cost activities that require a high degree of technical skilled experience.
- Demonstrated skill in identifying, analyzing, and providing innovative solutions to cost engineering guidance to area & functions.
- Mentoring of junior PCEs in data/graphical analysis.
In addition, may be required to schedule review and development efforts via the following:
- Obtains required schedule information by all disciplines/functions.
- Identifies restraints and effects on the total project schedule.
- Coordinates with all departments to ensure understanding of total project schedule needs.
- Responsible for total integration of schedule activities.
- Identifies schedule considerations and problems resulting from inter-discipline or functional restraints and interfaces.
- Monitors and reports critical path and schedule performance of the total project.
- Conducts project schedule analysis and studies of problem areas to determine the criticality of schedule activities.
- Recommends alternatives for schedule improvement to the project team for discussion and/or decision.
- Responsible for leading, when requested, the development and review of schedule recovery plans, including evaluation of additional resources/costs required to affect such plans.
Education and Experience Requirements:
- Requires a University Hire with 5-8 years of experience or 9-12 years of relevant work experience.
- Must be able to complete and pass a pre-employment physical, drug screen, and background check which includes verification of employment and education.
- Must be able to obtain a Department of Energy badge for access to the Hanford Site.
- Possess the legal right to work and remain in the United States without sponsorship.
Required Knowledge, Skills, and Abilities:
- Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis, in the field and the home office.
- Skilled in oral and written communication.
- Knowledge of Primavera P6 and/or Cobra applications.
- Proficiency in using PC operating systems and several basic software applications such as Excel, Word and PowerPoint.
- Working knowledge of Primavera P6 and Cobra software applications.
- Previous government project Earned Value Management System experience on an Engineering, Procurement and Construction job.
- Flexibility to respond to urgent project requests and/or changing priorities.
- Ability to work under pressure and with minimal supervision.
- Demonstrated ability to work with people of varied backgrounds and objectives.
- Proficiency in using multiple discipline specific applications (Cost processors, COBRA,
- Primavera, etc.).
- Previous Waste Treatment Project (WTP) experience.
