Project Overview:

Join us as we make history at the Hanford Vit Plant, known as the Waste Treatment and Immobilization Plant. We are designing and building a one-of-a-kind facility that will turn radioactive and chemical waste left over from World War II and Cold War plutonium production into a form safe for disposal. Your efforts will help protect the nearby Columbia River and the communities, salmon, and wildlife along its shorelines throughout the Northwest.

Sitting at the confluence of the Columbia, Snake and Yakima rivers near two mountain ranges, our community provides access to year-round outdoor recreation, 300 days of sun a year, more than 200 wineries within a 50-mile radius, and the amenities of large cities just a three-hour drive (or short flight) to Seattle and Portland.

 

Job Summary:

Develops, maintains, and verifies implementation of a complex project quality assurance program for the WTP project that implements requirements from multiple standard editions (NQA-1 2000 / 2008/09a / 2022). Maintains client liaison and communication for project quality assurance program development and maintenance activities. Advises management of project quality assurance problems and progress. Manages the Quality Services group that is responsible for providing the WTP QA Program (QAP) that supports QAPs for the direct-feed low-activity waste and the direct-feed high-level waste subprojects at the Hanford Tank Waste Treatment Plant (WTP) Project, to ensure compliance with quality and technical requirements. 

This position is a full-time role located in the Richland, Washington project office, and works a 9/80 schedule, offering every other Friday off. #LI-SF1

 

Major Responsibilities:

  • Development and maintenance of multiple Quality Assurance Program documents for the project’s 2 QAPs.
  • Quality Engineering functions, such as:
  • Review of procedures, guides, technical documents, and program descriptions that implement quality requirements.
  • Interface with Engineering, Information Systems & Technology, and software owning organizations and oversight of software engineering processes.
  • Monitoring and trending of quality verification activities, including nonconformance control, and facilitate early identification of adverse conditions.
  • Coordinate and support the Manager of Quality for QAM interpretative decisions.
  • Investigations and notifications in support of the S/CI program implementation; ensures maintenance and continuous improvement of Suspect/counterfeit item (S/CI) program.
  • Support participation in quality assurance audits and management assessments.
  • Maintain contact with project management and DOE for issues dealing with Quality Services scope of work to ensure alignment.
  • Interface with and support the WTCC QA organization.
  • Participates in project quality planning, and provides input to the quality elements of project execution plans and project quality plans, including schedule, budgets, and staffing planning for Quality Services activities
  • Leads and directs discussions in management reviews, and coordinates, schedules, and communicates project or GBU Management Review requirements with functions to ensure management review goals and objectives are met

 

Education and Experience Requirements:

  • Bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience

 

Required Knowledge and Skills:

  • Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.
  • Must be able to obtain a Department of Energy badge for access to the Hanford Site. (Even if teleworking, must still be able to comply with security requirements to obtain a badge)
  • Working knowledge of a recognized nuclear quality assurance standard (e.g. NQA-1, 10CFR50 App. B), and its application to construction, engineering, acquisition services, supplier quality, materials management, operations, commissioning, training, environmental safety & health, and subcontractor processes. Also, knowledge of regulatory requirements (DOE Order 414.1, 10 CFR 830) that impact the QA program.
  • Knowledge of the application of corrective actions for conditions adverse to quality, and the application of nonconformance reports for nonconforming or deficient items.
  • Working knowledge of Department of Energy OCRWM Quality Assurance Requirements Document (QARD)
  • A minimum of three years’ working experience as an engineer in an engineering discipline, or prior experience working on an engineering, procurement, and construction project.
  • Recent management/supervision experience (past three years) in Quality Assurance/Engineering working under a recognized nuclear quality assurance standard (e.g. NQA-1, 10CFR50 App. B) in support of the Department of Energy, Department of Defense, or a commercial nuclear facility
