Position Description for Project Controls Engineer

 

Project Overview

Bechtel is designing, constructing and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington state. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.

 

The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities – Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities.

 

Positions located at the Construction Site (22 miles north of Richland) are on a 4 x 10 schedule, M-Th, 6:30 am to 5 pm. Richland, WA town offices are on a 9-80s schedule), M-F 7:00 am to 4:30 pm with alternating Fridays off. Extended hours as needed.

 

Position Overview

Supports cost estimating, analysis, and control activities and schedule development, maintenance, reporting, and monitoring activities, as directed. For a large project or staff group, duties encompass a variety of tasks, but remain within parameters established by the procedure or process being supported. For a medium projector staff group, duties encompass a variety of tasks that are required to support the project/group.

 

Position Responsibilities

·        Assists in developing and implementing requirements for cost recording, cost coding, reporting, and analyzing standards, programs, and reports. Performs performance monitoring and control functions for specific applications.

·        Assists with scope definition requirements for a discipline or other specialty and works with Area/Functional support personnel and other sources to coordinate the production of required data to conform to the overall budget and or estimate preparation plan.

·        Performs cost data analysis and development.

·        Coordinates quantification estimates for trends/baseline change proposals.

·        Assists in developing specific project control accounts and recommends appropriate modifications and revisions. This includes training in the proper use and definitions for the cost accounts.

·        Assists with identification of schedule scope and activities descriptions.  Works with responsible project personnel to determines schedule dates for work activities within a discipline area or specialty. Determines milestones to support project schedule.

·        Works with Area/Functional personnel to coordinate work sequences with the total project plan. Conforms work sequence and activity durations per project’s execution plan for a specific discipline or specialty. Determines inter-discipline constraints or interfaces that define activity sequences.

·        Assists discipline groups in determining what information is required from other disciplines to support schedule activities and how to interface with the assigned discipline or specialty. Provides schedule knowledge on a continuous basis to assist in discipline planning and interfacing with others.

·        Performs schedule monitoring, including identifying critical activities and updating functions for specific applications, disciplines, or specialties. Assists in the development of requirements for updating and monitoring the schedule.

 

Basic Qualifications

·        Bachelor’s degree from an accredited university and 1 years of professional experience.

·        In lieu of a degree, high school diploma and 7 years of project controls experience on EPC job or equivalent job.

·        Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.

·        Must be able to obtain a Department of Energy badge for access to the Hanford Site.

·        Candidates must possess the right to work and remain in the US without sponsorship.

 

Minimum Requirements

·        Experience in performing quantity takeoffs, statistical analysis, schedule monitoring, report writing, and computer operations. Skilled in understanding technical processes, engineering drawings, quantity determinations, and mathematical and financial reports.

·        Knowledge in the use of computers for executing work processes.

·        Skilled in oral and written communication.

·        Demonstrates a beginning to intermediate level understanding of Project Controls general technical skills.

·        Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
