Project Overview:

Join us as we make history at the Hanford Vit Plant, known as the Waste Treatment and Immobilization Plant. We are designing and building a one-of-a-kind facility that will turn radioactive and chemical waste left over from World War II and Cold War plutonium production into a form safe for disposal. Your efforts will help protect the nearby Columbia River and the communities, salmon, and wildlife along its shorelines throughout the Northwest.

Sitting at the confluence of the Columbia, Snake and Yakima rivers near two mountain ranges, our community provides access to year-round outdoor recreation, 300 days of sun a year, more than 200 wineries within a 50-mile radius, and the amenities of large cities just a three-hour drive (or short flight) to Seattle and Portland.

Job Summary:

Serves as liaison at the project site between Project Procurement for reporting of undelivered materials, Field Procurement for stored materials, and Construction personnel for accurate reporting of materials required for work package installation.  Coordinates with responsible groups that materials are provided in a timely manner and in sufficient quantity to support the completion of construction work. Works with and reviews Engineering drawings to ensure material quantities and types align with the requirements at the work front. Ensures accurate distribution of materials to Construction and/or (Sub) Contractor installation locations.  Implements planned inventory control mechanisms, assists in early identification of surplus or unneeded materials, and coordinates material availability in support of design revisions or rework. This role provides support to both Material management and HLW Procurement.

Telework Designation: Full-Time In Office: This position is a full-time role located in the Richland, Washington and works a 4/10 schedule. 1 day per week intown and remaining 3 days will be located at site. #LI-SF1

Major Responsibilities:

  • Implements Materials Management Plan with respect to applicable commodity groups, within area of responsibility.
  • Works closely with Engineering and the Materials Manager to identify, review, and action Engineering drawing changes.
  • Troubleshoots Engineering design issues with Field Engineers to determine appropriate material solutions that can be implemented while maintaining the schedule.
  • Participates in look ahead and Engineering model review meetings working with Engineering and Construction to ensure all drawing requirements are available.
  • Ensures adherence to the Material Responsibility Matrix by all responsible parties.
  • Utilizes the materials components of the project Automation Plan (used by functional groups) to monitor related data transfers between the functional groups.
  • Implements the planned construction activities and work packaging structure on the project through coordination with Field Engineering, Construction, and/or (Sub) Contractors, and Project Controls.
  • Determines, with the functional groups, the best strategy for fabricated systems that provide the most overall value on the project.
  • Implements planned inventory control mechanisms, such as min-max and bag-and-tag, and uses the Bechtel Procurement System (BPS) tools to ensure that construction material requirements are met.
  • Identifies early on which surplus or unneeded materials should be returned to storage.
  • Coordinates material availability in support of design revisions, rework, contingency or work-around plans.
  • Participates in Construction and/or (Sub) Contractor planning meetings to be fully aware of changes in installation plans and priorities.
  • Coordinates with warehouse personnel for materials to be issued direct to the installation area, as opposed to being controlled in storage.
  • Supports the Material Management Fiscal Inventory Team.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience.

Required Knowledge and Skills:

  • Must possess the right to work and remain in the United States without Bechtel visa sponsorship now or in the future
  • Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education
  • Must be able to obtain a Department of Energy badge for access to the Hanford Site (Even if teleworking, must still be able to comply with security requirements to obtain a badge)
  • Non-U.S. citizens from countries identified by the Department of Energy as posing heightened security concerns—including sensitive countries, state sponsors of terrorism, countries of risk, and other designated countries—are subject to additional security requirements that limit site access
  • Advanced knowledge of either project Procurement operations related to the acquisition of materials on projects, or of the Engineering discipline within the area of responsibility, the work process, and the deliverables produced (must have a basic knowledge of the other)
  • Advanced knowledge in the use of the ERP systems and ability to learn the BPS/DSCS, including drawing takeoff input, Material Allocation Planner, input of Engineering requisitions, and goods and services codes
  • Knowledge of Engineering processes including drawing creation, design progression, and requisition creation
  • Knowledge of vendor, fabricator, contractor, Customer and other outside data systems and how those systems interact with BPS/DSCS
  • Advanced knowledge of work packaging, pre-buy methodology, and materials status reporting
  • Knowledge of the essential elements of a field materials management organization
  • Knowledge of skills necessary to fill clerical, warehouse craft, and warehouse supervision positions
  • Knowledge and understanding of how automated materials management systems keep control of project materials
  • Good organizational and planning skills
  • Knowledge of materials management principals relating to construction projects, such as planning, work packaging, just-in-time deliveries, issue on receipt, jurisdiction for delivered goods
  • Knowledge of corporate procurement and materials management procedures
