Project Overview:
Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington State.
The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.
The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities – Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities.
This position will support the High-Level Waste (HLW) Vitrification efforts from restoration to completion. The HLW is the most complex of all the WTP facilities and will host some of the top professionals in their field to design, engineer, procure and construct HLW vitrification systems. The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and Amentum. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project.
Job Summary:
Leads a project controls team in baseline management for the High-Level Waste Facility (HLW) project. Position will support the project team in request for proposal (RFP) planning, execution and delivery, internal and external review, and estimate to budget conversion tracking and reconciliation. In addition, this position will support HLW long range planning efforts along with support to dedicated integrated project teams. This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m. Selected applicant must be able and willing to work weekends as needed.#LI-LM1
Major Responsibilities:
- Prepares detailed staffing plans for cost engineering and planning activities.
- Reviews or assists in reviewing proposal provisions related to cost engineering and material control and develops supporting data for contract negotiations.
- Identifies trends and supports change control.
- Interfaces with Bechtel management for cost and planning presentations.
- Prepares and presents cost engineering and scheduling information to management.
- Participates in developing and presenting training classes on designated subjects and on-the-job training for specific processes and practices.
- Reviews and analyzes comparisons of scope, quantities, and cost data.
- Creates and implements measurement systems for established processes, analyzes performance metric results, and identifies improvements.
- Ability to use statistical tools to analyze metrics (e.g., regression, analysis of variance, correlation), and ability to analyze measurement systems to identify bias, repeatability, and stability issues.
- Supports development of Project Controls standards and procedures. Leads and supports the compilation of historical data.
- Leads the timely and competent preparation of cost estimates, cost reports and schedules.
- Establishes format and content of summaries and reconciliations, including segregation of cost according to level of confidence and identification of areas of risk.
- Coordinates pricing structure or criteria to be used by each discipline or specialty to meet the objectives of the cost estimate.
- Assists in developing unit job hour and pricing data for a specific discipline or other specialty, including estimating parameters, factors indices, productivity, and craft distribution reference data, etc., based on analysis of Bechtel and industry experience.
- Performs data analysis, identifies problems, and makes recommendations.
- Establishes productivity basis to be utilized in estimates, as developed in concurrence with Construction.
- Reviews labor estimates for reasonableness.
- Defines project needs for cost control in accordance with established Bechtel and client contractual requirements, objectives, and procedures.
- Leads the timely and competent performance of cost control and planning activities.
- Leads cost recording, monitoring, and reporting practices for compliance with applicable standards accuracy and consistency.
Education and Experience Requirements:
- Bachelor’s degree from an accredited university and at least 5-8 years of professional experience, or in lieu of a degree, a high school diploma or equivalent and at least 9-12 years of professional experience.
- Must be authorized to work and remain in the United States without Bechtel visa sponsorship now or in the future.
- Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.
- Must be able to obtain a Department of Energy badge for access to the Hanford Site. (Even if teleworking, must still be able to comply with security requirements to obtain a badge.)
- Non-U.S. citizens from countries identified by the Department of Energy as posing heightened security concerns—including sensitive countries, state sponsors of terrorism, countries of risk, and other designated countries –are subject to additional security requirements that limit site access.
- Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.
Required Knowledge, Skills, and Abilities:
- Knowledge of supervision, personnel administration, and training of technical and nontechnical personnel.
- Demonstrated ability to plan, organize, direct, perform, review, and present cost engineering, cost estimating and planning products with minimal supervision using a high level of professional judgment and knowledge.
- Skilled in oral and written communication.
- Knowledge of engineering procurement, construction, and testing management customarily acquired over time through specialized instruction or practical experience.
- Advanced level knowledge and work experience with ANSI 748 compliant Earned Value Management System on a DOE project.
- Experience in Project Controls with advanced level understanding of Project Controls general technical skills and tools.
- Demonstrated ability to work with people of varied backgrounds and objectives.
- Project Controls Bechtel certification.
- Knowledge of engineering, procurement, material and craft performance methods and reporting (EPPR, BPS, COCO, and QURR)
- Experience with change management such as baseline change proposals, trending and estimate to budget conversions.
- Previous Waste Treatment Project (WTP) High-Level Waste field experience
- Flexibility to respond to urgent project requests and/or changing priorities.
- Experience in multiple Project Controls roles and disciplines or other functions.
- Knowledge and Experience with WTP HLW Alpha Contracting Approach.
